C STATEMENT OF WORK
C.1 Scope
The Government of the District of Columbia, Office of the Chief Technology Officer (OCTO) is seeking a contractor to provide business analysis services for the District’s Ariba PASS (Procurement Automated Support System) application enhancements and integration with OCTO Middleware System and District Financial System (RSTARS).
C.1.1 Definitions
C.1.1.1 Ariba PASS
This is a collection of Ariba procurement modules. The District currently has Ariba Buyer 8.2 installed.
C.1.1.2 DC – District Government of the District of Columbia
The District is the jurisdiction issuing this statement of work.
C1.1.3 OCTO - Office of the Chief Technology Officer
OCTO is the District agency that is the technical owner of PASS.
C.1.1.4 OCP – Office of Contracting and Procurement
OCP is the District agency that is the stake holder/business owner of PASS and defines requirements for PASS functionality.
C1.1.5 DBMS - Database Management System
Oracle 10.2.04 is the DBMS currently used for PASS.
C.1.1.6 System Environments
OCTO currently maintains several system environments, including test, training, user acceptance, production, and fail-over environments.
C.2 Background
C.2.1 DESCRIPTION OF PASS
C.2.1.1 PASS is designed to automate all the procedures for purchasing goods or services. These states of art procurement tools streamline and improve requisitioning, invoicing, soliciting, bidding and contract processes.
C.2.1.2 PASS is integrated with the Relational Standard Accounting and Reporting System (RSTARS), the District’s financial system, using batch files sent through the Sun eGate integration suite. This batch integration is bi-directional, with financial attributes sent to PASS and procurement information sent to RSTARS.
C.2.1.3 The District currently owns and operates the following Ariba PASS modules: Ariba Buyer, Ariba Analysis, Ariba Sourcing, Ariba Contracts Compliance, Ariba Category management modules.
C.2.2 HISTORY AND CURRENT USAGE OF PASS
C.2.2.1 PASS Buyer was implemented in two District agencies in July 2003, with 80% of all agencies supported by April 2004. PASS was fully implemented across the entire District (including District of Columbia Public Schools) in May 2006.
C.2.2.2 Analysis was implemented in April 2004 and has evolved according to the needs of the major PASS stakeholders. The Contracts and Strategic Sourcing module was implemented in 2010 for all OCP customer agencies. The Category Management is implemented in 2011.
C.2.2.3 PASS was upgraded to version 8.2 in 2008.
C.2.2.4 PASS supports over 4000 District employees from over 70 District agencies. It supports over 42,000 vendors to submit the bids and proposals online. PASS also publishes District sourcing events on the website for the vendors.
C.3 Requirements
The following are a number of requirements and tasks that the contractor must fulfill as a part of the scope of work. A District Project Manager will be assigned to work with the team to provide assistance and oversight.
C.3.1 PASS Requirements

C3.1.5 Strong knowledge of Business Analysis concepts Experience working procurement and/o ERP and/or human capital management. Must have hands-on experience working with all aspects of business analysis.
C3.1.6 Experience with Requirements Gathering, Design, Configuration, Testing and QA Must be a strong, assertive communicator with excellent communication and analytical skills understanding requirements gathering, design, configuration, testing and QA tasks.
C3.1.7 SDLC Experience Experience with SDLC methodologies: Iterative and Waterfall.
C3.1.8 Education and Certification B.S in Engineering, IT or related field of study. MBA is a big plus.
