Position Description
This is a new request for business analysis services to assist the State on creating business and technical requirements documents for multi-agency functionality to be included as Appendices to a planned Request for Proposal (RFP). Funding will be provided up to $500,000.00 for work in Fiscal Year 2015 for 3 to 5 FTEs
Skills Required
• Design and document bureau or department wide IT solutions or when new technology is involved
• Provide professional technical expertise in IT project estimating and budgeting.
• Assist technical architect or data base administrator to draft technical database model that captures requirements of data elements and designs data elements to best meet application needs
• Develop and manage defect tracking logs and facilitate problem resolution.
• Define requirements for disaster recover planning and implementation.
• Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task, and workflow analysis.
• Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
• Proactively communicate and collaborate with customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional requirements (Business Requirements Document), iii. Use Cases, GUI, Screen and Interface designs)
• Work independently with clients to define project concepts and business cases, under direction of project manager
• Drive and challenge business units on their assumptions of how they will successfully execute their plans. Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
• Communicate and interact professionally with a diverse group, executives, managers, and subject matter experts.
• Serves as the conduit between the customer community (internal and external customers) and the software development team through which requirements flow.
• Develop requirements specifications according to standard system development methodology templates, using natural language.
• Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
• Liaison between the business units, technology teams and support teams.
• Directs the activities necessary to develop and maintain software documentation of Customer Applications
• Liaison between the business units, technology teams and support teams.
• Develops and manages the relationship and expectations of the Client agency managers through project management and change management methods.
• Directs projects team consisting of DTMB staff, contractors/vendors, and consultants by enforcing DTMB Project Management Methodology and System Development Methodologies (Waterfall and Agile).
• Directs the activities necessary to develop and maintain software documentation of Customer Applications
• Derives options and estimates for the design, development, testing and implementation of software projects.
• Determines the need for and coordinates the involvement of other internal DTMB divisions • Facilitates sessions with business partners to schedule and implement various application development projects.
• Provides proactive communication between the DTMB managers and the Client agency managers
• Develops an approach to accomplish special assignments as requested by the DTMB manager or the Client Agency.
• Advises DTMB manager and Client Agency managers of significant changes in projects impacting timing of implementation, budget overruns or dramatic increases in staffing.
• Serve as the focal point, and the technical project advisor, for projects to ensure project completion.
• Oversee and coordinate the project team, DTMB Agency Services, the Project Management Office, and commercial vendors for ongoing and new technology projects.
• Perform first-line decision-making efforts on basic project task direction by assessing the economic, political, operational, and organization implications of the project decision.
• Develop project requirements, project goals, project plans, maintenance plans, resource plans; and project budgets
• Manage project scope; including team’s creation of timelines, milestone achievements, GANTT charts and other mechanisms for planning and assuring projects are completed on schedule.
• Monitor progress and ensure deliverables are made to assure adherence to plan and minimize risks.
• Identify project risks and issues and develop mitigation plans. Develop and utilize escalation process for project risks and issues.
• Transition completed project to applicable business owner/ business analyst/developer for future maintenance/system support.
• Organize testing of projects. Incorporate all levels of security into test plans, which were identified as system requirements. Review and approve test plans developed by experienced-level ITPAs or/and Vendors.
• Assure all stakeholders of projects are satisfied and oversee signoffs of the performance acceptance documentation with client concurs in accordance with SOM Project Management and SEM Guidelines.
• Monitor projects to be sure departmental standards and applicable state and federal laws are being followed; and if not, develop recommendation criteria in consultation with state, local and federal partners as appropriate.
• Implement and monitor a Quality Assurance Program including processes, procedures, metrics, and best practices for the project.
• Provide project methodology, mentoring, tools, and training to the project team and DTMB Agency Services staff.
• Maintain records and prepare any office correspondence related to the project tasks.
• Prepare status reports for the project Stakeholders in accordance with the communication plan.
• Develop purchasing and contractual documentation as needed and assure submission in a timely manner.
• Adhere to Project communication structure as identified in the Project plan.
• Give presentations to management and large groups on various aspects of the project
