Complete Description:
The Pennsylvania Department of Health (PADOH) is requesting a resource to assist BIT in supporting standards-based electronic exchange of data between public health agencies and Health Information Exchanges (HIEs), hospitals or hospital systems, and healthcare providers using PHIN messaging standards (i.e., compatible with MU standards). It is requested to hire a Business Analyst to assist PADOH with gathering and documenting requirements in support of PA’s readiness for accepting meaningful use compliant electronic health record (EHR) technology, specifically standards-based electronic laboratory reporting (ELR) for reportable disease surveillance and syndromic surveillance.
Job Tasks:
- This resource would assist the PADOH to document Business Process Definitions and Requirements which describes the “as is” business process definition of the existing system
- Develop the “to be” business process definition of the proposed system and the business requirements associated with the “to be” business process definition.
- Assist PADOH to develop and document a clear understanding of the project requirements including the functional and non-functional requirements, use cases, business rules, interface specifications, testing strategy and testing execution.
- Develop and maintain requirements traceability matrix document to ensure the current project requirements are being met as a solution is developed and implemented.
- Responsible for creating and maintaining a testing plan detailing a systematic approach to testing.
This engagement will consist of 37.5 hour work weeks at 7.5 hours per day.
