Job Description:

The primary responsibility of this role is to solicit, define, and manage requirements for the DOF Fiscal System Upgrade project . This individual should have experience with requirements management and software development methodology and have worked extensively with business users, programmers, and with accounting and fiscal system projects.

 

This position will define the business requirements and technology-independent process and data models for technology solutions that meet the needs for the DOF Fiscal Division and will bridge the gap between the business customer and the technology solution providers (e.g., vendors, infrastructure team, and development team). 

 

Familiar with industry standard (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

 

Assists in development and evaluation of RFPs.

 

Document and provide knowledge transfer to the rest of the project team.

 

Familiar with relational database concepts. 

 

Relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
