Description:  This position is for one Business Analyst/ Tester resource to work on the ExpressSOS, MIEFS, ExpressSOS Interface. These components have two major applications - a public facing web application used by the public to primarily renew vehicle registrations and driver licenses and a thick client application used by motor vehicle clerks and the Department of State to register and title motor vehicles, obtain driver license and personal identification cards, register voters, and manage approximately 20 million vehicles and 8 million driver and identification card holders. The Business Analyst/Tester will work with development teams to understand the application design in order to provide recommendations for the design impact with future changes to the application and to understand the current application design. This position will also act as the Testing resource for the project and will require the creation of detailed documentation on the testing process. They will provide ongoing support and maintenance for ExpressSOS, Data migration, MiEFS and ExpressSOS Interfaces. This position will also perform a complete range of information system analyst assignments including, but not limited to gathering and management of business requirements, system user acceptance testing, maintenance and development of systems, user documentation and participation of the pre and post system implementation support. The resource selected for this contract will be responsible for testing existing systems for the program or any programs interfacing with the ExpressSOS, MIEFS, ExpressSOS Interfaces. This resource is responsible for ensuring work adheres to State of Michigan standard methodologies including the State Unified Information Technology Environment (SUITE), Systems Engineering Methodology (SEM), and Project Management Methodology (PMM). The BA/Tester will: Conduct structured testing documenting results as defined in Test Type Approach and Reports document.
• Consult with project manager and/or subject matter expert.
• Recreate steps taken by user to locate source of problem and rewrites program to correct errors. 
• Create the testing data management plan for the automated test scripts.
• Execute test scripts using the automated testing tool.
• Debug test scripts collaborating with data owners, development team and business SME’s as needed.
• Analyze testing output within the automated tool and determine the next steps.
• Publish results of test executions for release planning purposes. 
• Create, monitor and manage user ids, connections, licenses and user permissions.
• Coordinate and analyze feedback from other testers into one repository.

• Develop and update a tracking system to support defect tracking through identification through resolution The security for the BAM System is the State of Michigan Active Directory (AD). The BAM System is hosted on the Microsoft Internet Information Service (IIS) servers using the Microsoft .Net Framework. All .NET objects, along with the client-facing Web pages are stored on the Microsoft IIS servers. BAM is deployed using the COMET.NETsolution framework. The .NET architecture provides a set of robust facilities for application development and is the programming model underlying developing, deploying, and running Web services and applications for COMET. The .NET common language runtime and class libraries are at the center of the .NET Framework. The common language runtime manages memory, security, and language integration. The State uses .NET common language runtime running on Windows 2003 servers (servers will be upgraded to 2012 in the near future). The .NET managed business components in COMET use ADO.NET to connect to the SQL Server database where the operational data is stored. This position, under State direction, will support the web and thick client applications in BAM environments. 

Skills Required: Experience using Team Foundation Server (TFS). Experience using ALM- (Application Lifecycle Management) for requirements and testing Structured Testing, experience creating and executing test plans based on testing strategy, experience with designing the test approach (unit, functional, integration, system, user acceptance testing, and automated testing), experience creating test cases, experience loading test scripts, experience analyzing testing data/results and producing testing metrics and experience tracking defects from identification through resolution. Experience producing deliverables such as process maps, creating user stories, high level requirements, list of business rules, functional design template, data flow diagrams, business requirements, screen mockups, test case creation, execution, validation and defect tracking. 

Skills Preferred: Experience with the State of Michigan’s Systems Engineering Methodology (SEM). 

Experience Required:
A minimum of ten years' experience as a business analyst/ interface specialist working on projects with C#, .NET, SQL and the MVC Framework. A minimum of ten years' experience working as a business analyst / interface specialist on software development projects (full project lifecycle) whose scope included complex systems with multiple interfaces. A minimum of ten years' experience working on software development projects as a business analyst/interface specialist where the project was focused on a public facing or large web development. At least ten years' experience writing functional designs which included high level requirements, process overviews and documenting screen mockups. At least ten years' experience testing web applications where applications need to be PCI compliant. At least ten years' experience testing where tool used to record requirements was ALM. At least ten years' experience conducting interface testing with multiple vendors. At least two years' experience conducting structured testing with American Association of Motor Vehicles Administrators (AAMVA). 

Due to data access requirements contractor must be a US Citizen. There is no direct public transportation to this
location. Candidate must have their own vehicle. Contractor must have a valid US Driver's License and must obtain a valid Michigan Driver's License within 30 days of start of work assignment. All prospective contractors will be required to pass background and security clearance prior to the start date of this contract. 

Education Required: Possession of a bachelor's degree with not less than 
21 semester (32 term) hours in computer science,
data processing, computer information systems, data communications, networking, systems analysis, computer programming or mathematics.
