THE OFFICE OF THE EPIDEMIOLOGY – DIVISION OF IMMUNIZATION (DOI) IS PLANNING TO ENHANCE AND EXPAND BILLING ACTIVITIES OF THE LOCAL HEALTH DEPARTMENT (LHD). IF VDH IS TO BEGIN PURCHASING SCHOOL-REQUIRED VACCINES FROM A SOURCE OTHER THAN THE FEDERAL PROCUREMENT CONTRACT, WEB VISION MUST BE REDESIGNED TO ADDRESS BILLING NEEDS RESULTING FROM LEGISLATION ENACTED IN 2014.  LHDS WILL BE REQUIRED TO BILL APPROPRIATELY.  THE SYSTEM MUST ACCURATELY IDENTIFY REVENUE RECEIVED FOR VACCINE ACQUISITION COSTS BY FUNDING SOURCE (STATE VS LOCAL FUNDS) AND ASSIGN REVENUE TO THE APPROPRIATE SITE (LHD OR CENTRAL OFFICE).  REVENUE RECEIVED FOR ADMINISTRATION FEES ONLY MUST ALSO BE ACCURATELY IDENTIFIED AND REMAIN WITH THE LHD.  EVEN USING THE CURRENT PURCHASING PROCESSES, THE SYSTEM SHOULD BE MODIFIED TO ENSURE DOSE LEVEL ACCOUNTABILITY.

FOR THE REASONS ABOVE, THE DOI HAS REQUESTED THE OFFICE OF INFORMATION MANAGEMENT (OIM) TO HIRE A CONTRACTOR BUSINESS ANALYST TO CONDUCT A FEASIBILITY STUDY AND GAP ANALYSIS TO IDENTIFY HOW AND WHERE THE SYSTEM CAN BE MODIFIED TO ADDRESS ANTICIPATED CHANGES. 

GENERAL JOB DESCRIPTION: UNDER THE DIRECTION OF OIM, THE BUSINESS ANALYST CONSULTANT SHALL LIAISON BETWEEN DOI AND THE WEBVISION TEAM LEAD OR A DESIGNEE TO DOCUMENT THE BUSINESS REQUIREMENTS FOR THE BILLING CHANGES, PERFORM THE FEASIBILITY STUDY/GAP ANALYSIS WITH THE WEBVISION SYSTEM AND DOCUMENT THE SAME.

SPECIFIC TASK(S):

•             WORK DIRECTLY WITH DOI TO DOCUMENT THE BUSINESS REQUIREMENTS

•             WORK WITH DOI AND OIM TO DOCUMENT THE GAPS PRESENT IN THE WEBVISION TO ACCOMMODATE THE PROPOSED CHANGES

•             DOCUMENT THE FEASIBILITY STUDY AND RECOMMEND SOLUTIONS TO DOI AND OIM.

•             BASED ON THE ANALYSIS, SHALL RECOMMEND BEST PRACTICES TO ADDRESS THE CURRENT AND FUTURE PROGRAM NEED.
