OBJECTIVES OF ENGAGEMENT
As a member of the Requirements & Logistics team, the Business Analyst will complete all assigned tasks for each authorized project within required timeframes. The contractor will work collaboratively with all BIS staff and stakeholders and their business partners. All project deliverables will satisfy the business requirements and objectives of the project and will meet the Department of Public Welfare’s documentation standards and best practices. Final versions of documentation and deliverables will be error free. The Business Analyst will complete all required time reporting activities and provide appropriate task status updates to the Applications Developer Administrator (ADA) who is responsible for the overall work performed by the Requirements & Logistics Unit.
TASKS TO BE PERFORMED
The Requirements & Logistics Unit is currently assigned requirements deliverables / Architectural Review Board work for the various modules of the new Patient Tracking System (PTS.NET) as well as the Adult Community Autism Program Interest List (ACAP) Project. Additional work will be assigned to the Unit based on the authorization of new projects through the BIS Management team.
Specific work items for the contractor during the engagement include:
• Works with the ADA to set documentation goals for each requirements project.
• Identifies business and technical documentation needs not currently addressed and works with the Team Lead to address any documentation deficiencies.
• Works with the ADA to develop project work plans defining activities, schedules and tasks including documentation plans and schedules. Responsible for maintaining the work plan with input from the team members.
• Mentors Requirements & Logistics staff in the identification, creation, revision and maintenance of documentation templates needed by the team.
• Shares knowledge and mentors Requirements & Logistics staff in requirements gathering methodologies, facilitation of business requirements sessions with stakeholders and documentation processes.
• Participates in business requirements sessions with the stakeholders and their business partners; works with other members of the team to analyze the requirements.
• Mentors Requirements & Logistics staff and participates in the development of the Requirements Deliverables and Architectural Review Board Stage 1 presentations.
• Mentors Requirements & Logistics staff in the management of the team’s documentation library.
• Manages the submission of all project deliverables to the Program Management Office. Trains Requirements & Logistics staff to complete this process.
• Mentors Requirements & Logistics staff in the preparation of meeting materials, including agendas, handouts and file notes. Manages meeting action items.
• Prepares and manages all project communications and status reporting for the Team Lead.
• Working with the BIS Division of Technology Engineering, assists Requirements & Logistics staff in coordination of the Personally Identifiable Information (PII) data assessments.
• Working with the Division of Technology Engineering and the application development team, mentors Requirements & Logistics staff in the development and submission of database and security requests
• Mentors Requirements & Logistics staff in the coordination of the ADA (Americans with Disabilities Act) compliance testing of new/modified DEA applications.
• Working with the Division of Technology Engineering, mentors Requirements & Logistics staff in the coordination of Security Vulnerability testing of new/modified DEA applications.
• Participates in meetings with the stakeholders and their business partners to gain acceptance of the application development team’s detailed systems design.
• Assists the members of the integration and user acceptance test teams with interpretation of the Requirements Deliverables. When necessary, participates in meetings with the test teams, stakeholders and their business partners to gain acceptance of the Test Plan Deliverables developed by the Test Team.
• Works with the test team manager(s) to analyze the results of integration and user acceptance testing as they relate to the Requirements Deliverables.
• Participates in meetings with the stakeholders and their business partners to gain acceptance of the application prior to implementation.
• Resolves any defects in requirements documentation discovered in post-implementation through the end of the contractor’s engagement.
• Completes specific task assignments per instructions and within required timeframes. Adheres to the Department’s documentation procedures, standards and best practices.
• Coordinates work with other team members.
• Anticipates, identifies, tracks and resolves issues and risks affecting own work and work of the Requirements & Logistics team.
• Utilizes Team Foundation Server (TFS) work items for the identification and tracking of work plan activities, project risks, issues, action items and requirements content.
• Provides status of work to the team lead. Assists in monitoring estimated-time-to-complete and actuals for assigned tasks using Team Foundation Server (TFS) reporting capabilities.
• Completes required time reporting processes using the DEA Time Reporting application.
• Executes all responsibilities with little direct supervision from the team lead.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
-The selected candidate shall possess a minimum of seven (7) years’ of industry (IT) experience in the facilitation of workshops for requirements analysis, knowledge of formal requirements gathering methodologies and development of business and systems requirements deliverables.
-Additionally, the Business Analyst must demonstrate specific experience in the use of:
-Microsoft Office Professional 2010 (including Visio and PowerPoint)
-Microsoft Visual Studio Team Web Access 2010 for Team Foundation Server (TFS).
-An International Institute of Business Analysis (IIBA) certification is preferred, but not mandatory for this engagement.
The Business Analyst should not require training and should have experience managing and supporting the referenced activities in the past. The Business Analyst will have superior communication skills, both verbal and written. The Business Analyst must be able to exchange information with all levels of DPW staff (management to end-user).
