The Business Analyst is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.
Years of Relevant Experience: 7 plus years
Preferred Education: 4 year college degree or equivalent and IIBA-certified Business Analyst.
Role Description: All roles specified in BA1 plus additional work experience, job knowledge, and IIBA certification.
Additional Information: The Pennsylvania Liquor Control Board owns and operates 620
liquor stores across the state of Pennsylvania. The agency also operates an e-commerce
website designed to enable the sale of wine and spirits online.
In addition to the above information, the candidate will:
• Document and assess inventory control issues, recommend and complete process improvements and test to assure that improvements enable daily reconciliation of inventory quantities and dollars across the disparate Oracle modules.
• Assess that proper accounting entries are made in all modules and that internal controls are adequate to fully safeguard LCB inventory.
• Determine that system interfaces are working as intended and can be reconciled one to the other.
• If needed, work closely with our suppliers’ inventory control personnel to monitor and control movement of product within PLCB warehouses to over 600 retail locations. Approximately 80% of inventory in PLCB warehouses is under bailment.
• Function as an expert in the data flow from the store handheld devices (scanner guns) into Point of Service (POS) to SIM to RMS and finally, to the General Ledger.
• Establish and maintain good working relationships with all levels of management in Finance, IT, Supply Chain, Retail Operations, Comptroller, and potentially with 3rd party logistics providers.
• Develop database queries from Oracle database based applications and an Oracle data warehouse along with capability to implement multi-faceted improvement processes to better control inventory.
• Exercises considerable independence and initiative for inventory movement and control processes.
The selected candidate will be involved in reconciling inventory between all Oracle Modules in a bailment inventory setting. This is a hands-on analysis role.
