Complete Description:
The Division of Aging Services (DoAS) is required to submit an RFP to replace the current waiver of advertising contract for their Aging and Disability Resource Connection Client Tracking System (ADRC-CTS), which is operated using a commercial off the shelf (COTS) system, which is hosted by the COTS system owner. The ADRC-CTS is a web-based application that integrates client tracking, assessment, case management, and service delivery tracking. There are approximately 1100 end users in 400 state, county, and private organizations and over 200,000 records. The ADRC-CTS complies with the US Administration on Aging federal reporting requirements. Additionally, the system has the capacity to comply with Centers for Medicare and Medicaid (CMS) quality assurance requirement as well as collect and analyze data to comply with other State initiatives. The ADRC-CTS provides New Jersey’s aging and disability networks with access to a comprehensive, client-tracking and care management system. Without such a system, these networks serving older adults, persons with physical disabilities, and caregivers would be at risk.
The Division of Aging Services (DoAS) has a need for an individual with a skill set to review and document existing IT systems, identify future needs, define requirements, and draft an RFP to acquire and customize a new system that will incorporate all current functionalities and furthermore include two way data sharing with number of state divisions and agencies.
The Business Analyst must understand government business process and operations, including familiarity with HIPPA, CMS and NJAC regulations; have prior knowledge of health and human service-related data concerns in order to transition business processes into technical requirements; have excellent communication and presentation skills to review, analyze, and evaluate business system and user needs by facilitating brainstorming sessions with stake holders; and have the ability to develop GAP analysis documents and provide detail definition on how the application will support business requirements. The Business Analyst will also be required to respond to inquiries and questions during the intial RFP process.
