Complete Description:
Seeking a Business Analyst who will work closely with a team to analyze and determine the status of the implementation project for a new integrated Enterprise Case Management System (ECMS) for DCOA. The Business Analyst will conduct a gap analysis and prepare a plan for the next steps required to finalize the project, oversee the implementation project, oversee the vendor’s performance and make sure that the reported services are provided. In addition the Business Analyst will have the following responsibilities:
• Evaluate the existing process in the Enterprise Case Management System (ECMS) to ensure it matches the work flow for submitting and reviewing grants, invoices and other program and financial reports in.
• Evaluate the existing requirements for ECMS implementation and advice on modification or additions of new requirements.
• Evaluate the existing Statement of Work (SOW) and advice any modification to it.
• Manage the development and implementation of ECMS by coordinating with the vendor and all stakeholders.
• Coordinate plans to train end-users for the new database system.
• Understand the agency's business including home and community-based service delivery, information and referral/assistance; and be able to dive deeply into technology issues.
• Work with business and customer stakeholders to define product objectives and requirements.
• Prioritize requirements and define scope to meet market needs in a timely manner given available resources.
• Develop, maintain, and distribute (as appropriate) standard project management deliverables for the successful launch of new products and services, including: implementation plan, project schedule, project budget and variances, issues & action items log, meeting minutes, risks assessment and contingencies.
• Partner with internal and external development teams to ensure timely and quality deliverables.
• Serve as the product owner in Agile / SCRUM development process; write user stories, groom the backlog, and lead sprint planning.
• Manage each release through the launch process.
• Partner with customer operations to identify areas in need of improvement to increase customer satisfaction and decrease support requests.
• Anticipate problems and complications, and formulate solutions so as not to impede the progress of the project.
• Ensure all business systems, IT systems, partner platforms and networks are in place to support the offer and that the technical design accurately represents the requirements.
• The position is currently funded for 8 weeks with an option to extend it. The candidate must have the ability to work in multiple agency locations within the District of Columbia.

• Bachelor’s or Master’s Degree in Business Management, Computer Science or related field preferred.
• PMP/Agile/Scrum Certification preferred.
