Knowledge, Skills, and Abilities Requirements:
Project Duties of the Resource:
Working with Business Analysts and Subject Matter Experts, create design
specifications, and make suggestions for various SOCIAL PROGRAM ELIGIBILITY
solutions to meet business needs with the goal of minimizing customizations
Ensure that designs are complete and documented, understood by the project
team, and kept up to date Maintain control of the Design Documents Working
closely with developers to ensure the solution follows the design Quality
Assurance of work produced by others on the team including initial testing
of solutions Working closely with Test team to ensure that test cases are
meaningful.
Required Skills:
Experience with problem identification & integration of technical skills to
resolve issues Ability to translate and communicate highly technical
concepts to both technical personnel and non IT business users Ability to
develop relationships/ partnerships with customers by responding to needs,
(exhibiting a sense of urgency; independently identifying and developing
solutions).
Comprehensive understanding of the eligibility policies for social programs
(such as TANF, GA, SNAP, Childcare or Medicaid) and associated business
processes.
Experience in business process analysis (Use Cases and/or process flows) and
mapping (Gap Analysis) techniques.
Ability to establish and maintain effective working relationships with
customers.
Ability to organize, prioritize and follow complex and detailed technical
and financial procedures.
Capable of performing job with minimal supervision.
Minimum of (3) three years of experience in business application consulting
or development.
Demonstrated excellence in interpersonal and communication skills
Highly preferred:
experience in Cram software suite
Knowledge of the Medicaid, TANF or SNAP Programs Experience with A State
business IT functions or relevant federal or state government experience
