Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.
Chenega Agile Real-Time Solutions (CARS) is seeking a **Business Analyst** to support federal healthcare initiatives across multiple agencies.
**Responsibilities**
+ Collaborate with stakeholders across federal health agencies to understand complex business processes and define requirements.
+ Translate business and regulatory requirements into clear, actionable user stories and acceptance criteria for development teams.
+ Work with project managers, developers, testers, and subject matter experts to validate requirements, ensure solution feasibility, and offer best-in-class solutions.
+ Support health IT solutions efforts, including system integration, data interoperability, and compliance with healthcare regulations.
+ Analyze and document technical workflows, use cases, data mappings, system interfaces, and reporting requirements for Web, SharePoint, and Mobile applications.
+ Document customer requirements and create user acceptance test plans, system user guides, and executive release reports.
+ Act as a backup for the project manager to facilitate project reviews with stakeholders by planning the agenda with developers, supporting the development team to conduct system demonstrations, documenting and distributing meeting action items, and translating action items into user stories in JIRA for tracking.
+ Ensure solutions align with federal health regulations, including HIPAA and ADA 508 accessibility standards.
+ Work within Agile frameworks (Scrum/Kanban) and utilize tools like Jira, Confluence, or Azure DevOps.
+ Engage as an integral member of an Agile development team, actively participating in Agile ceremonies, aiding in monitoring customer communications, and alerting the development team.
+ Other duties as assigned.
**Qualifications**
+ High school diploma or GED equivalent
+ Bachelor’s degree in a relevant field (preferred).
+ 5+ years of experience in business analysis, requirements gathering, and solutions within federal health IT projects.
+ Experience in healthcare IT for civilian agencies (HHS, CMS, NIH, VA, or state health agencies) or DoD healthcare IT (DHA, MHS GENESIS) is highly preferred.
+ Experience working in Agile environments and familiarity with Agile tools like Jira.
+ Background check required with the ability to obtain a Public Trust
**Knowledge, Skills, and Abilities:**
+ Knowledge of HIPAA, ADA, FHIR, HL7, interoperability, and security compliance in federal health systems.
+ Strong English communication skills, both verbal and written, are required for effective collaboration with team members and external stakeholders
+ Experience in the Agile/Scrum, DevOps, and CICD development lifecycle
+ Ability to write acceptance test cases.
+ Ability to quickly adapt to changing priorities.
+ Strong understanding of mobile and web technologies
+ Experience using Issue, Test, and Project tracking Software such as JIRA, Confluence, and Zephyr
+ Solid planning skills, with a strong appreciation for the need to provide well-documented development and test strategies, procedures, and results.
+ Excellent communication and interpersonal skills
+ Ability to work independently and yet be effective within a team setting.
+ Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment.
+ Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.
+ Excellent skills in Microsoft Word, Excel, PowerPoint, and other Office applications
+ Good problem-solving skills: ability to visualize a problem/situation and think abstractly to offer best-in-class solutions.
