Title: Business Analyst I (Postal Program)
Location: Washington, D.C (On-Site Full-Time Initially with Telework Options After On-Boarding)

· Participate in special studies with team members to assist in developing and evaluating policies in assigned program areas. Works with the MPO staff and management to define reporting requirements, create data collection and reporting tools, collect data, and translate requirements into high quality automated reports, dashboards, scorecards, and analyses using various technologies, including advanced Excel, MS Access, MS PowerPoint, MS Project, SharePoint and/or other analytical tools.
· Review monthly OMAS reports for data analysis purposes, provide recommendations for program effectiveness, conduct research on anomalies; identify possible misuse of penalty postage; identify accounting errors; research and validate permit mailings; prepare and maintain monthly OMAS data reports. Contractor personnel shall become familiar with the OMAS system within 30 days of starting work.
· Assists the MPO staff in conducting monthly DHS Quality Assurance Surveillance Plan (QASP) reports on incoming mail and small package shipment received in the mailroom at clients HQ.
· Conduct reviews of processes as well as surveys and limited studies to resolve issues or operational problems. Such reviews, surveys and studies can result in potential process improvement/change.
· Assists the MPO staff in conducting various operations cost-versus-benefit analysis projects. Specifically, Assists MPO staff in reviewing detailed Small Package Extended Shipping and Performance reports; Postage Meter usage reports; Official Mail Accounting System OMAS reports.
· Assists the MPO staff in development and maintenance of content for a Coast Guard Portal (CGPortal) page for: posting relevant mailing and shipping information; data collection; and Unit Master Tracker data and information.
· Assists the MPO staff in the development of our clients Mail and Shipping Management Instructions and manuals reflecting current GSA/DHS/DOD policy and standards for the clients Mail Manager to review. Additionally, regularly reviews and updates, as necessary.
· Assists the MPO staff and/or the clients Mail Manager, as necessary.
