The North Carolina Department of Transportation (NCDOT) vision is to be a global leader in providing innovative transportation solutions to all North Carolinians. Primary Purpose of the Position
• Preparing and analyzing data for the annual financial statements requested by FHWA. Ensures statements are in compliance with Generally Accepted Accounting Principles (GAAP) as promulgated by the Governmental Accounting Standards Board (GASB). Ensures new technical guidance (GASB standards) is incorporated in financial statements as required. Analyzes financial data and responds to inquiries made by the executive management regarding Office of Civil Rights financial information. Communicates both oral and written information to NCDOT management and FHWA related to financial reporting.
• Independently develop, negotiate, and administer, and analyze various highly complexed essential procurement contracts some of which are more than $1M. This position will manage the critical contract formation stage (planning, pre-solicitation, development, evaluation, and award). This position will work with program managers to ensure and clearly document intricate complex specifications in clear measurable milestones in all contractual agreements and assist as needed in the review documentation and/or work. This position will at time negotiate components of complex highly technical contracts more than $1M contracts such as terms and conditions, pricing, contract duration, specification/requirements, performance measures and outcomes, task, activities, deliverables, required certifications, required prequalification, and negotiates with prospective Vendors on behalf of the State and the Department. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, Management, Vendors, and outside agency employees is required for this position. Review and analyze assigned budget reports for OCR operating funds and WBS funding and conduct monthly meetings with managers to discuss any contractual and/or budget and invoicing issues
• Works with the Departmental Accounting section to ensure that the budget is in line with the most recent board actions. Ensure adequate funds are in the account to fund anticipated accounts payable.
• Prepare monthly federal and state budget or funding reports, utilizing graphical presentations for visual representation. Provide financial guidance to program managers on their unit expenditures, remaining balances, and project timelines, fostering effective financial management and compliance with fiscal protocols.
• This position works with the Departmental Accounting section to ensure that the budget aligns with the most recent board actions and that adequate funds are available to cover anticipated accounts payable. It assists with internal audits to verify the accuracy of overhead rates, ensure timely submission of documentation, and maintain compliance with standards. Additionally, the role supports budget development and monitoring, prepares financial statements, and generates regular reports for management. It also maintains effective communication with vendors and collaborates with internal teams to support project planning and execution.
• Providing training and outreach is required. This Position may require travel.

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment, or an equivalent combination of training and experience.
