Summary
Life Skills Training and Educational Programs (“LifeSTEPS”) is one of the largest providers of social services to low income and special needs housing communities in California. Social services include case management, resident service coordination, educational classes for adults, health and wellness services, after-school programs for children, and more. The Manager of Business Development is responsible for all aspects of managing requests for LifeSTEPS’ services, including responding to incoming calls from low-income real estate developers; constructing social service plans; creating budgets and staffing plans, negotiating service contracts, and responding to formal requests for proposals from various governmental agencies seeking to build affordable housing communities. This position requires strong analytic, organizational, and communication skills and the ability to work in a collaborative and fast paced environment to meet multiple deadlines.
Responsibilities
Manage, facilitate, and negotiate all business relationships relating to the provision of resident service programs:
Report to the Executive Director regarding all activities and duties. Respond to requests for resident service plans from low-income real estate developers, governmental agencies, and property management companies, and with these parties, negotiate the terms of resident service agreements, including services to be provided, staffing levels, and service budgets. Respond to Requests for Proposals issued by governmental agencies seeking to build high quality, low-income, multi-family housing communities in California (low-income communities). Work with the Director of Program Development and Quality Control to prepare various documents to facilitate the funding and implementation of social service programs for low-income communities, including service plans, budgets, memoranda of understanding, service agreements, and various other documents. Develop deep knowledge and understanding of regulations relating to the development of low-income communities, including low-income tax credit regulations relating to the provision of social service programs. Assure that in addition to meeting developer and funding source requirements resident needs are addressed by all service programs developed for communities served. Conduct research and identify opportunities for new, innovative programs aimed at housing vulnerable populations, including fostering collaborations with affordable and supportive housing providers to enhance service delivery and access. Work with the Executive Director to develop comprehensive strategies for developing housing and service opportunities, maintaining key developer and government agency relationships, and working collaboratively inside LifeSTEPS with service operations, accounting, quality control, and leadership to ensure a cohesive and productive working environment. Communicate regularly with the Executive Director, Director of Program Development and Quality Control, LifeSTEPS’ Controller, and other members of leadership to convey the status of program development, strategy, service opportunities and threats, and interaction with key constituencies external to the organization, including developers, governmental agencies, and asset managers. Uphold a high standard for honesty, civility, and curiosity in all interactions within and outside of the organization, including responding quickly to all incoming telephone calls, texts, and emails.
