Job Description
Iowa Workforce Development is seeking applicants for the position of Business Engagement Consultant at our IowaWORKS Dubuque, IA office.
Position Overview:
Under the direction of the Bureau Chief in our Business Engagement Division, the Business Engagement Consultant will be responsible for fostering employer relationships and driving engagement through various channels, including in-person meetings, events, virtual meetings, phone contacts, and email correspondence. This role focuses on building connections with employers at multiple levels of responsibility, particularly among plant management, human resources, recruiters, and CEOs. Additionally, the Consultant serves as the primary point of contact for area employees regarding workforce questions and resources.
Actively promote resources, hiring events, educational opportunities, and seminars to both employers and job seekers and develop and maintain partnerships with employers to enhance workforce engagement and collaboration. Advise employers on effective recruitment strategies and provide insights into local job market conditions and wage information.
+ Share best practices for recruitment and retention, including strategies for improving employee engagement.
+ Assist employers with job order postings and pre-employment applicant assessments, ensuring they meet local and industry standards.
+ Provide information on Iowa's National Career Readiness Certificate and its benefits to employers.
+ Offer guidelines and tips for successful interviewing and address questions or concerns related to job listings and posting requirements.
The successful candidate will educate employers on programs and resources including Registered Apprenticeships, on-the-job training, incumbent worker training, youth work experience programs, Future Ready Iowa, Work Opportunity Tax Credits, 260 E/F/G funding, Federal Bonding, national labor exchange Rosetta Stone, MSFW program, childcare resources, and other training programs and funding.
Responsibilities include but not limited to:
+ Develop employer profiles within IowaWORKS.
+ Utilize e-tools including SIDES to engage businesses.
+ Create employer services packets.
+ Provide labor law posters to employers.
+ Make employer referrals to AJC, LWDA partners, state, regional, local, and nonprofit partners.
+ Follow up with employers on their requests.
The Business Engagement Consultant will partner with (LVERs), statewide, regional and community organizations such as chambers, regional economic development groups, Business & Industry groups, ECI, SHRM, educational partners, colleges, and nonprofits to represent and promote Iowa Workforce Development (IWD) and IowaWORKSemployer workforce programs and resources.
+ Network with employers and community organizations.
+ Conduct local and regional presentations to SHRM, Rotary, Kiwanis, Economic Development, Chamber, Vocational Rehabilitation and State Library and LWDA conferences and meetings.
+ Represent IWD and IowaWORKSat employer and hiring events.
+ Coordinate with IWD Communications Strategy Division to promote IWD and IowaWORKSbusiness engagement programs and resources through local media sources and social media.
+ Inform team of new employer job orders and demonstrate understanding of job order processes of business services team, below:
+ Post and search employers created job listings within 24 hours.
+ Consult and/or edit job listings for employers, setting up qualifying criteria and conducting searches for qualified candidates.
+ Follow-up on staff-managed job orders to ensure accuracy and Veteran preferences.
+ Submit employer websites for indexing.
+ Provide training and technical assistance for employers related to Iowa Jobs and IowaWORKS(job listing, applicant searching, etc.), Virtual Recruiter tools, ONET Online, seeker matching, tracking recruitment efforts of employers and notation of referrals and successful hires.
+ Assist employers with unemployment insurance (UI) resources by connecting them to UI programs including SIDES, UI Tax, unemployment insurance process and answer basic employer UI questions.
+ Offer supportive services for Work-Based Learning and Registered Apprenticeships to businesses by educating them about each program and referring them to the Iowa Office of Apprenticeship for program development.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements
