I. General Summary
Under minimal supervision, works with internal and external customers to understand and analyze requirements and develop business intelligence (BI) solutions using underlying technologies. Contributes to the design, development, testing, documentation, and maintenance of analytic solutions. The successful candidate must demonstrate critical thinking and analytical skills with as expert understanding of relational database/BI environments and related technologies. The candidate must be able to develop insightful visualization with concise storytelling. Conduct external research and develop exploratory analysis. Supports key strategic organizational priorities, including population health management, clinical performance, and quality/operational performance. This position reports to the Sn. Manager, Clinical & Business Intelligence.
II. Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
1. Serves as a member of cross-functional teams to achieve goals of BI (and broader Data & Analytics) projects, including work plans, system design, and testing of solutions.
2. Develops dynamic data discovery and visualization analytics environments using exploratory analysis, storytelling and statistical concepts.
3. Assists project sponsors in the interpretation and use of the results; ensures that the data is understood by users.
4. Develops data flow diagrams for BI solutions and projects.
5. Supports projects conducting research, collecting and analyzing data.
6. Develops medium to complex reports, visualizations and applications using a variety of tools including Unix scripting, SQL, R, Python Crystal, Tableau, HTML, Java.
7. Identifies project risks and impediments; proactively works with other members of the team to complete assigned tasks as defined by project scope, timelines, and budgets.
8. Performs troubleshooting of implementation issues; tests security of roll-outs.
9. Supports technical development/maintenance of BI solution applications, and other tools.
10. Reads and interprets conceptual, logical, and physical models to include context, data flow, process flow, logical diagrams, and data dictionaries. Reads and interprets design documents.
11. Performs medium to complex data queries and mapping. Understands data modeling concepts (e.g., the entity-relation model) and their applications: entities and tables, relations and constraints, attribute datatypes, and column data types.
12. Writes, validates, and executes test plans for solutions, applications, and/or operating systems. Ensures a high level of availability for all critical applications.
13. Prepares supporting documentation, reports, and presentation materials.
14. Coordinates prototype review, integration, system, and user acceptance testing (UAT).
15. Develops healthcare subject matter expertise related to specific products, data elements, business processes, data marts, and BI applications.
16. Demonstrates basic understanding of the strategic alignment of IT solutions with business objectives.
17. Estimates software development efforts based on high level specification and/or logical system design. Provides technical expertise as required. Responsible for issue reporting, tracking, analysis, and follow-up.
18. Validates development of prototypical systems or system components to demonstrate technical feasibility. Prototype construction may include the utilization of hardware and software development tools and techniques.
19. Develops medium to complex software in a variety of environments and platforms to address stated system goals and needs. Resultant software should confirm to accepted standards for robustness, re-usability, modularity, efficiency, etc. Software development efforts should result in defect-free applications.
20. Performs routine and ad-hoc data analysis and offers insights that may inform strategic and operational decisions and provides ongoing analytical support
21. Performs basic statistical analysis to determine efficacy of strategic or operational clinical and business initiatives.
22. Provides application support and guidance to end-users and provides technical guidance to less experienced personnel and support staff. Serves as a point of contact for resolution of complex application problems.
23. Conducts and/or participates in in-service and various educational programs for professional development. Orients, and transfers knowledge to peers.

QualificationsIII. Education and Experience
a. Required
i. Bachelor's Degree in mathematics, computer science, physics, actuarial science or related computational field or equivalent experience using demonstrated BI skill sets in a working environment. Ability to generate highly complex optimized SQL code and an understanding of various database models.
ii. At least four (4) years in the following:
1. Business intelligence and analytics experience in a working environment developing medium to complex projects using data discovery/visualization applications, implementing hardware/software configuration as needed building database extractions using data access/programming tools (such as SQL, Python).
2. Hands-on experience with business intelligence and statistical programming/analysis tools in two or more of the following: Business Objects, Tableau, Qlik, R, or similar applications. Proven proficiency in a computer programming language (e.g., C, C#, C++, Java, Python etc.) in a working environment.
3. Using exploratory analysis, demonstrating ability to make sense of the data, offer insights and critical analysis; determine the appropriate ensuing questions to ask, how to frame them, and how to approach them
4. Using storytelling concepts, demonstrating an ability to build a narrative around a set of data and its accompanying visualizations to help convey the meaning of that data and resulting insights in a powerful and compelling fashion; determine the appropriate set of visualizations with evidence-based justification
iii. Basic understanding of statistical concepts including distributions, probability, correlations, confidence Intervals, significance testing (type I and type II errors), testing means, analysis of variance, regression, moving averages, and Chi-Square; demonstrate ability to determine which statistical concept appropriate to use and be able to use them correctly
iv. Proven knowledge of database design, problem analysis, and relational database concepts in a working environment.
v. Must be proficient with technical assessment delivered by D&A team
vi. Epic Certification in a Clarity Data Model (Clinical, Access, or Revenue) or completion of Epic Certification (must be obtained within 3 months of training completion).

ii. Familiarity with HL7 interfaces and ETL processes desired.
iii. Prior experience in healthcare including business and clinical aspects.
iv. Prior experience with one or more of the following transaction systems (Epic, Lawson or similar enterprise transaction systems in other industries) preferred.

10. Skilled in working with “real world” data including scrubbing and transformation.
11. Possesses knowledge of user relations, data gathering techniques, and management information systems.
