Classification Description Summary
Under general supervision, performs field inspections of new and existing businesses in order to ensure compliance with applicable business license, special activities and special events ordinances and regulations; collects delinquent accounts and fees related to assigned area of responsibility; and records, reports, and compiles statistics and data on all aspects of compliance inspection activities.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Conduct field inspections of new and existing businesses, special activities and special events within the City to ensure that all businesses are licensed or permitted, and that the business activity is conducted according to the license or permit, and posted or available for inspection.
Interpret and educate the public on City business licensing ordinances and regulations; provide information within the area of assignment; respond to and resolve questions in a timely manner.
Issue and document notices of non-compliance to unlicensed businesses; follow up on non-compliant businesses to ensure collection of appropriate fees and penalties; provide assistance to the City Attorney in prosecution and appear in court as necessary.
Conduct gross receipt verification audits when necessary to verify proper reporting for business license accounts, gross (revenue) receipts reporting requirements, and determination of business license fees and penalties.
Maintain a variety of accurate and detailed logs, records, reports and files regarding inspection activities, compliance violations and resulting actions; prepare correspondence, routine reports and status reports as required.
Respond to citizen, public, or other outside agency complaints regarding unlicensed businesses, business activity, peddlers, and solicitors; issue citation or notices to comply as appropriate.
Prepare lists of expired licenses or renewals not returned; investigate businesses for change of location or ownership; send or deliver notices to comply; ensure the collection of all fees and penalties due the City for business license applications and renewals.
Research information needed to monitor delinquent accounts and work closely with the City Attorney to prepare and present information at Administrative Hearings as necessary.
Monitor compliance activities and conduct follow-up and final inspections.
Use various geographic information systems data as necessary to determine billable customers and parcel numbers.
Compose and send correspondence to customers regarding fee adjustments or related information as necessary.
Perform related duties as required.
Minimum Qualifications
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Methods and procedures of business licensing and collection.
Investigative and inspection methods and techniques.
Laws, codes and regulations applicable to business licensing.
Principles and practices of accounting and auditing.
Office procedures, methods, and equipment including computers.
Principles and procedures of record keeping.
Principles and practices of customer service.
Pertinent federal, state, and local codes, laws, and regulations.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets and databases.
Ability to:
Enforce compliance with applicable business license ordinances.
Conduct field inspections, interview business owners, and recognize non-compliance with business licensing or sewer ordinances and regulations.
Ensure proper establishment of sewer accounts and billing.
Identify properties in the City that have delinquent sewer fees.
Collect delinquent accounts and fees related to assigned area of responsibility.
Respond to requests and inquiries from the general public.
Perform a variety of clerical accounting functions.
Operate office equipment including computers.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Equivalent to the completion of the twelfth grade.
Experience:
Two years of responsible code compliance, auditing and inspection experience.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid driver's license.
