The Business Manager plays a critical role in overseeing all WIOA invoice and payment operations, ensuring timely and accurate processing of financial transactions related to training programs and workforce partnerships. Serving as a key member of the programmatic team, the Business Manager collaborates closely with the WIOA Training and Service Program Director, Business Development Manager, Customer Engagement Manager, and Director of WIOA and Community Development to track invoices from training providers and workforce partners. Additionally, the Business Manager works with their internal business or finance department to facilitate invoice payments and tracks and reports monthly expenses to training funders, contributing to the efficient management of program finances and compliance with funding requirements.

GENERAL STATEMENT OF THE FUNCTION

The Business Manager plays a critical role in overseeing all WIOA invoice and payment operations, ensuring timely and accurate processing of financial transactions related to training programs and workforce partnerships. + Proven experience in financial management, accounting, or related roles, with a strong understanding of invoice processing and payment operations.
+ Excellent organizational and analytical skills, with meticulous attention to detail and accuracy.
+ Proficiency in financial software and systems, with the ability to navigate and utilize accounting software for invoice tracking and payment processing.
+ Strong communication and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.
+ Ability to multitask, prioritize tasks, and meet deadlines in a fast-paced environment.
+ Knowledge of workforce development programs, funding regulations, and compliance requirements preferred.
+ Commitment to maintaining confidentiality and integrity in handling financial information and transactions.
**EDUCATION AND/OR EXPERIENCE**
+ Bachelor's degree in Business Administration, Finance, Accounting, or related field required or related work experience.
**ESSENTIAL DUTIES AND RESPONSIBILITIES** , include the following.

Maintain knowledge of diversity-related issues, legislation, and best practices.
**Invoicing and Payment Oversight:**
Manage all aspects of WIOA invoice and payment operations, including invoice tracking, processing, and payment verification.
Collaborate with training providers and workforce partners to ensure accurate and timely submission of invoices for services rendered.
Collaborate with the business or finance department to facilitate invoice payments in accordance with established timelines and procedures.
**Financial Reporting:**
Track and monitor monthly expenses related to training programs, workforce partnerships, and other programmatic activities.
Prepare financial reports and summaries detailing expenses and budgetary allocations for submission to training funders and regulatory agencies.
Assist in budget planning and forecasting activities to ensure alignment with program goals and funding requirements.
Cross-Functional Collaboration:
Work closely with the WIOA Training and Service Director, Business Development Manager, Customer Engagement Manager, and Compliance and Reporting Manager to coordinate financial operations and address any issues or discrepancies.
Provide support and guidance to team members regarding financial policies, procedures, and best practices.
**Compliance, Monitoring, and Audit Support:**
Ensure compliance with WIOA and funding agency requirements regarding invoice processing, payment verification, and financial reporting.
Assist in preparing for and participating in audits and reviews conducted by funding agencies or external monitors or auditors.
Manage communications with email account regarding invoices, time and effort.
**Reporting Fraud:**
Develop and/or follow institutional protocols and procedures for reporting suspected fraud or financial irregularities within the program.
Investigate and document instances of potential fraud or misuse of program funds.
Collaborate with appropriate authorities and stakeholders to address and resolve fraudulent activities, ensuring the integrity and security of program funds.
**Process Improvement:**
Identify opportunities for process improvements and efficiencies within the invoice and payment operations workflow.
Implement best practices and solutions to streamline procedures, enhance accuracy, and optimize resource utilization.
