The Executive Office for Administration and Finance is seeking applicants for the position of Business Manager.
About us: The Executive Office for Administration and Finance (EOAF) is at the heart of state government, providing strategic guidance and oversight to ensure the effective and efficient management of the Commonwealth’s resources. EOAF’s core work includes developing, analyzing, and managing the Commonwealth’s financial planning and resource allocation decisions, including the Governor’s annual budget submission to the Legislature.
Position Overview: The Business Manager will report directly to the Chief Financial Officer and coordinates the Executive Office for Administration and Finance (AF) accounts payable, procurement, and contracting functions. In addition to AF, the Business Manager oversees financing and accounts payable for a limited number of small state agencies.
Core Duties:
Oversee the accounts payable process in consultation with CFO, including completing encumbrances, directing payments, creating and maintaining vendor/customer (VCUST) profiles as needed, and training existing accounts payable staff on MMARS transactions as delegated by the CFO.Procurement Liaison for AF, including posting RFR/Ps, creating requisitions and orders in COMMBUYS, and other duties as necessary.Management of all Interagency Service Agreements (ISAs) and standard contracts executed by AF.Processing HR transactions as needed, including FTE appointment and reimbursements in HR/CMS and requisition management in MassCareers.Developing and managing the annual operating spending plan for the Office of the Secretary for Administration and Finance.Other duties as needed, including running reports through the Commonwealth Information Warehouse (CIW), forecasting operating expenses, and participating in the development of AF's annual capital spending plan.Required Qualifications:
Excellent written and oral communication skills.Advanced working knowledge of Microsoft Office including Word, Access, and Excel.Must be able to record, report, and maintain information according to procedure.Must have knowledge of the principles and practices of business management.Knowledge of, or demonstrated ability to master, Commonwealth business applications and systems, including MMARS, LCM, COMMBUYS, and the Commonwealth’s Information Warehouse.If interested candidate is only able to work part-time, they should still consider applying as AF may be able to accommodate.

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
