About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Business Manager in the Transportation Department. The Transportation Department oversees essential transportation services, including transit, parking, traffic engineering, and transportation planning, and works to ensure the safe and efficient movement of people and goods across the city. The Business Manager will play a crucial role in managing operational and capital budgets, administering grants, coordinating department projects and administrative functions, and optimizing departmental efficiency.
What you’ll be doing:
+ Supervising, directing, and evaluating assigned staff, including training, performance appraisals, and corrective action as needed.
+ Organizing, prioritizing, and assigning work to ensure objectives are met, including scheduling and resource management.
+ Planning, calculating, and monitoring budgets for Transportation, including enterprise funds, bond and grant-funded initiatives.
+ Leading contract administration activities, ensuring compliance with all contract provisions and participating in negotiations as necessary.
+ Developing and updating department goals, performance measures, standards, and procedures for continuous improvement.
+ Maintaining labor cost statistics and preparing related reports to ensure alignment with budget allocations.
+ Overseeing department budget projections, including vehicle and equipment expenses, and ensuring compliance with approved budgets.
+ Communicating with internal and external stakeholders to coordinate work activities, review progress, and resolve issues.
+ Processing various department documentation, including reports, billing, time sheets, budget reports, and council tracking sheets.
+ Utilizing computer systems to enter, retrieve, and manage data efficiently.
+ Serving as a departmental HR liaison, supporting HR functions such as posting job openings, processing payroll, maintaining personnel records, and coordinating with the HR department.

About you:
We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:
+ Bachelor’s Degree in Finance, Accounting, or a related field
+ Three years of experience in budget and financial planning, or an equivalent combination of education and experience
+ Proficiency in data evaluation, supervision, and communication skills
