We are looking for an experienced and highly organized Business Manager to join our Alternative Delivery Operations team.  Under the direction of the Director of Alternative Delivery Operations this position will be primarily responsible for overseeing the construction administrative staff which support various Joint Venture construction project teams.  Administrative tasks which this role will oversee include but is not limited to: Contract/Subcontract Administration, Labor Compliance, Subcontract Compliance, Time & Material Billing, Equipment Tracking, and General Office Management.  This role will provide hands-on support for each administrative function until each role on the team is filled.  Essential Functions + Oversee the duties of the Labor Compliance Administrator(s) including but not limited to + Act as liaison to resolve compliance issues with project owners and/or Subcontractors and vendors as necessary. + Monitor and assist in resolution of any agency/owner identified discrepancies including, but not limited to prevailing wages, missed time, missing reports, and trust fund payments. + Effectively communicate legal, union, agency discrepancies as necessary to project managers and/or executives. + Review and approval of Vendor Master Set up requests, PWCR’s and Owner Operator documentation (to ensure compliance with the respective signatory unions and regulations). + Monitor the approval of subcontractors/vendors for payment by verifying they are compliant with the project they are being paid for. + Review monthly union delinquency reports for subcontractors and vendors, communicate with vendor, Corporate Accounts Payable and management to ensure hold is placed on vendor until compliant. + Monitor projects to verify documents are collected and prepared for timely submission as required for each agency and job. + Review and update the respective Joint Venture Fringe Benefit Statements annually for effective increases. + Attend pre-construction meetings to ensure that labor compliance requirements are effectively communicated throughout project team, subcontractors, and vendors correctly. + Review Subcontractors’ certified payroll reports for compliance including, but not limited to prevailing wages, craft classifications, fringe benefit statements, union letters, DAS forms, etc. + Submit labor compliance documents to owners/agencies as required by project specifications. + Keep current with union Master Labor Agreement, rates, and California and Federal basic labor laws. + Occasionally travel to job sites for pre-construction meetings and project education. + Oversee the Contract and Subcontract Administration Process including but not limited to + Coordination of contracts, subcontracts, purchase orders, professional service agreements and change order execution. + Review Contract Agreements and obtain necessary bonds, insurance and authorized signatures on all required documentation related to a Prime Contract. + Request and review appropriate evidence of bonds and insurance from subcontractor and vendors at inception of work and ongoing insurance renewals + Request and obtain Payment and Performance Bonds to meet owner requirements. + Review subcontractor Payment and Performance Bonds to ensure they meet the Joint Venture’s requirements. + Conduct Good Faith Effort documentation when required. This includes letter writing, posting advertisements, outreaching to subcontractors and keeping detailed documentation of all outreach efforts. + Facilitate the completion of Subcontractor/Vendor Setup paperwork to transmit to the Corporate Accounting team. + Oversee Subcontract Compliance including but not limited to + Working with subcontractors to facilitate compliance and subcontractor pay application processing. + Processing of trade vendor invoices (if applicable). + Gather supporting documents for completing Time & Material billings (as needed). + Provide liaison support between subcontractors, project accountants and project managers/project engineers. + Assist project managers with the processing of contract billing packages. + Assist with other administrative support as needed. + Provide General Office Management including but not limited to + Reconciliation of Home Depot billings. + Front Desk receptionist management (if applicable) + Field facility maintenance requests and forward to landlord as needed. + Order office supplies as needed. + Order lunches as needed for project meetings. + Perform all other duties as assigned and/or requested. + Observe all safety rules and regulations. + Maintain an organized work environment. Education + Minimum of an Associate degree in Business, Accounting or equivalent. + 3-5 years previous experience with labor unions in the construction industry preferred. + 3-5 years previous experience with contract and subcontract administration in the construction industry preferred. + 3-5 years of previous experience with subcontract payables and vendor trade payables in the construction industry preferred Specific Job Knowledge, Skills And Ability + Must possess excellent organizational, verbal and written communication skills to effectively communicate with employees, management, subcontractors, and vendors. + Highly organized with attention to detail. + Conversant with California prevailing wages, Federal Davis Bacon Act, and union fringe benefits. + Well-informed of basic California and Federal labor law. + Acquainted with forms DAS 140, DAS 142, certified payroll register, statement of compliance, fringe benefit statement, owner operator documents. + Familiar with LCP Tracker and DIR eCPR preferred. + Well-versed with Vista by Viewpoint or similar ERP system + Well-versed with DocuSign + Well-versed with California Preliminary Lien Notices and Lien Waiver forms + Familiar with General Liability, Excess Liability, Workers Compensation, Auto Liability, Professional Liability and other construction related insurances. + Familiar with Payment and Performance Bonds, and Stop Notice Bonds. + Proficient with Excel, Word, Outlook and Ten Key by touch. + Ability to use critical thinking to resolve daily challenges and analyze data. + Accurately succeeds under pressure and prioritizes tasks to meet deadlines. + Builds and maintains positive working relationships.
