Yes County Franklin Street Address 2445 State Route 30 City Tupper Lake State NY Zip Code 12986 Duties Description POSITION DESCRIPTION:The Business Officer 3 serves as the head of Sunmount’s Business Office and supervises all activities related to Purchasing, Accounts Payable, Budgeting, Contracting, Cash Office, Mailroom, Storehouse, and Transportation. Oversees the expenditure and accounting of funds appropriated in the annual budget. Directs financial management systems and procedures to ensure fiscal accountability and appropriate disposition of allocated funds. Ensures department compliance with fiscal policies and procedures and serves as a key member of the district’s management team. PRIMARY DUTIES AND RESPONSIBILITIES: • Plan and direct Business Office operations.• Responsible for management of procurement, accounts payable, contracts, banking, budgeting, credit card administration, fleet management, and storehouse operations.• Monitor compliance with NYS Finance Laws and Procurement Guidelines.• Ensure financial transactions are authorized and appropriate.• Oversee NPS revenue and expenditures.• Manage financial data utilizing the Statewide Financial System.• Review budget and disbursement reports, resolve transactions in budget error, and monitor encumbrances and pre-encumbrances.• Oversee credit card administration and reconciliations.• Develop and implement policies and procedures to enhance departmental efficiency.• Manage inquiries from internal and external auditors.• Assess internal controls ensuring accountability and to safeguard NYS assets.• Manage and monitor Agency Contracts used for the benefit of district properties and residents.• Liaison for leased properties within the district.• Oversee fleet management and vehicle repairs.• Ensure compliance with NYS finance laws and regulations when procuring products or services for CMM projects and SFEs.• Work collaboratively with DDSO Leadership to implement OPWDD initiatives.• Other duties as assigned.LinkedIn: https://www.linkedin.com/company/nys-office-for-people-with-developmental-disabilities/posts/?feedView=all#LI-AK1#LI-NB1 Minimum Qualifications Transfer Qualifications: Any permanent Business Officer 3Anyone eligible for 70.1 transfer (if applicable)Promotional Opportunities: Anyone reachable on the current Civil Service ListProvisional Opportunities: In the event that there is not a valid eligible list, candidates who meet the qualifications below may be qualified for a provisional appointment: Note: If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed.
