Primary Purpose of the Organizational Unit The Center for Translational Biomedical Research (CTBR), located at the North Carolina Research Campus in Kannapolis, NC, conducts research on the molecular mechanisms of disease pathogenesis and progression, identifying biomarkers for diagnosis, and discovering novel interventions for disease prevention and treatment. Position Summary Position is expected to support the research endeavor of the Center for Translational Biomedical Research (CTBR). It includes the purchasing and administrative functions for the research activities conducted at the Center. It will work closely with scientist and staff to ensure adequate inventories, properly operating machinery, support of travel and other duties as needed.

It is responsible for the management of the HR duties needed for the center to operate such as hiring, international employee support, position development and time entry. As well as EPAF’s.

The position will assist PI’s and directors in the oversight of an annual budget over $2m of external funding as well as an operating budget of approximately $1.2M in the form of state and trust funding. Minimum Qualifications

BACHELOR’S DEGREE IN BUSINESS ADMINISTRATION, PUBLIC ADMINISTRATION, OR RELATED BUSINESS AREA; OR EQUIVALENT COMBINATION OF TRAINING AND EXPERIENCE. ALL DEGREES MUST BE RECEIVED FROM APPROPRIATELY ACCREDITED INSTITUTIONS.

Additional Required Certifications, Licensures, and Certificates Preferred Qualifications Experience in use of E-procurement system. Experience in use of Banner Finance system. Work experience in a research laboratory. Work experience in a university research setting. Key Responsibility Budget and Inventory Management Essential Tasks Assist and advise researchers in the purchasing of supplies and services to ensure uninterrupted research process using a variety of methods such as PO, p-card purchases, Banfins, etc. This requires the ability to have limited understanding of scientifc equipment and process to insure proper purchases and to communicate effectively with vendors. Arrange travel accommodations for researchers as needed by prepaying registrations fees, securing flight and hotel reservations, etc. Organize and assemble necessary documentation after travel is completed for reimbursement and reporting purposes. Assist researchers with arrangement of equipment needs such as scheduling repairs and maintenance, purchase of supplies necessary to ensure uninterrupted equipment use, etc. Assist with purchasing of research equipment requiring specialized purchasing procedures such as sole sourcing and international transactions. This requires the ability to make complex equipment purchases for equipment valued at several hundreds of thousands of dollars. The ability to navigate the state procurement system with regard to specialized purchasing requirements for the purchase, trade in and disposal of high-end scientific equipment is required. Assist with financial management of robust grant portfolio through post award finance management. Key Responsibility Procurement Essential Tasks Reconcile P-Card records and ensure proper use within UNCG guidelines. Use e-procurement system to purchase supplies as needed. Monitor balances and posting of purchases through Banner Finance and UNCG Genie. to ensure proper posting of expenditures. Key Responsibility Personnel support Essential Tasks Maintain regular communication with researchers and supervisor with regard to status of purchases, equipment maintenance needs, etc. Work with PI’s to insure that effort is properly allocated to appropriate funding sources. This includes oversight of EPAF’s, reporting and other duties as necessary. Assist with the development, updating and management of positions and actions associated with positions. Responsibility for the hiring process of new researchers including international hiring processes such as H1-B, J-1, etc. International hiring requires expertise in meeting all of the documentation requirements, coordination with various departments across campus and monitoring of expiration and need for reapplication deadlines. This also requires working with international hires when traveling abroad to insure the ability to return to the US or avoid delays at time of re=entry. Key Responsibility Office Management Essential Tasks Act is liaison for office in the dealings with the building management. Develop relationships with building maintenance and compliance personnel. Serve as the central source of contact for collaborations between UNC-CH, NCSU and other entities using the shared building and needs as they arise.  Serve as the initial contact when issues of compliance regarding matters at the Kannapolis campus arise, notifying the proper individuals within UNCG so appropriate action may be taken. Coordination of chemical and biological waste pickup as needed and within policies of federal, state and university policies.
