The role of the Program Manager requires a working level of program management skills to mobilize, plan, execute, and finalize programs according to prescribed methodologies, on time, and within budget, employing extensive experience to resolve moderate program demands. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver programs according to plan. The Program Manager supports the program's objectives and oversees change and quality control throughout the program's life cycle. The Program Manager is also responsible for assisting the Programs Office with oversight of program planning and projection execution methodologies while performing the necessary program documentation requirements for all programs.
Job Duties
Program Management:
+ Consistently produce results (programs completed within scope, on time, and on a budget), operating with a moderate level of autonomy.
+ In collaboration with management and stakeholders define program scope, goals and deliverables that support corporate business goals and drivers.
+ Develop and track full-scale program plans, milestones and associated deliverables while following established program methodologies and using GSOC PMO tools. Identify and manage program dependencies and critical path.
+ Track program milestones and costs related to capital budget and any program-related third-party agreements with outside vendors or consultants.
+ Proactively manage changes in program scope, identify potential crises, and devise contingency plans. Manage the integration of program change with GSOC and department's change process.
+ Estimate the resources and participants needed to achieve program goals. Work with program owners to delegate tasks and responsibilities to appropriate personnel.
+ Identify and resolve issues and conflicts within the program team. Maintain an issues log.
+ Implement framework for tracking program activities. Develop and deliver progress reports, proposals, requirements documentation, and presentations. Maintain the document management system repository for program (Program Server)
+ Support monthly budget projections by providing input to management and recommend subsequent budget changes where necessary for programs.
+ Conduct post-program reviews to identify successful and unsuccessful program elements. Share lessons learned with team members, management, and all program managers.
Communication:
+ Define program success criteria and disseminate them to involved parties throughout program life cycle.
+ Determine the frequency and content of status reports from the program team, analyze results, and troubleshoot problem areas. Run effective status meetings.
+ Develop and maintain relevant program communications and related documentation, including monthly status reports.
+ Conduct effective and ongoing communication with program team members, stakeholders, and management; tailored to meet specific program needs.
REQUIRED QUALIFICATIONS
Education: A Bachelor's degree in Program Management or Program Management related field
Program Manager (Level I) Minimum of 3 years direct work experience in a program management or equivalent capacity, including basic aspects of process development and execution. Exposure to program management software, such as MS Project. Windows database and operating system. Capable of monitoring work progress. Technically competent with various software programs, such as MS Program Server. Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities. Reacts to program adjustments and alterations promptly and efficiently. Flexible during times of change. Ability to perform departmental program management tasks in adherence with established processes, policies, procedures and technical standards. Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines. Persuasive, encouraging, and motivating. Good negotiating skills. Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments. Ability to defuse tension among program team and/or team members, should it arise. Strong written and oral communication skills. Strong interpersonal skills and a relationship builder. Innovative. Must be able to adequately learn, understand, and apply new technologies to aid in program or product implementation. Customer service skills an asset.
Equivalent Experience: A minimum of 5 years of progressive experience in technical team leadership and program management utilizing a proven methodology as well as the factors mentioned in the Experience section.
Senior Program Manager (Level II) Minimum of 6 years direct work experience in a program management capacity, including all aspects of process development and execution. Has in-depth knowledge of the System Operations subject matter. Familiarity with program management software, such as MS Program. Windows database and operating system. Familiar with GSOC procurement/contracting and accounting methods or similar. Capable of managing contractors and monitoring work progress. Technically competent with various software programs, such as MS Program Server. Participates in PMO and special team programs and may serve as program lead for department-led programs. Contribute to developing technical solutions to problems in concert with subject matter experts and program team. Informally mentor and assist junior staff. Can conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities. Reacts to program adjustments and alterations promptly and efficiently. Flexible during times of change. Contribute to improving processes, policies, and procedures and contribute to the development of technical standards and best practices. Ability to read and understand the communication styles of team members and contractors from a broad spectrum of disciplines. Persuasive, encouraging, and motivating. Excellent negotiating skills. Ability to elicit cooperation from various sources, including upper management, clients, and other departments. Ability to defuse tension among program team and/or team members, should it arise. Principal Program Manager (Level III)Minimum of 9 years direct work experience in a program management capacity, including all aspects of process development and execution. Has unique, expert level knowledge of the System Operations subject matter. Highly experienced with program management software, such as MS Project. Windows database and operating system. Familiar with GSOC procurement/contracting and accounting methods or similar. Capable of managing contractors and monitoring work progress. Technically competent with various software programs, such as MS Program Server. Participates in PMO and special team programs and may serve as program lead for department-led programs. Contribute to developing technical solutions to problems in concert with subject matter experts and program team. Informally mentor and assist junior staff. Can conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities. Reacts to program adjustments and alterations promptly and efficiently. Licenses, Certifications and/or Registrations: PMP desired
Specialized Skills (e.g., typing, computers, software, tools and equipment uses, etc.): Strong customer service skills. Ability to manage and plan multiple program tasks concurrently using Microsoft Projects or some other program management tool. Knowledge of electric utility industry is a plus.
Specialized Skills for Level II and Level III:
Leadership
+ When required, support the functional manager in negotiating with other department managers to acquire required personnel from within the company.
+ Monitor monthly adherence requirements for all approved System Operations programs per the GSOC PMO Lifecycle. Take corrective action with other Program Managers as needed. These include program charters, executive summaries, functional business requirements, technical design specifications, testing documentation, request for change, and post-program implementation review
+ Exercise adequate "emotional intelligence."
+ Interact with diverse personalities to achieve desired goal
+ Create and maintain "the team", and foster "teamwork.
+ Mentor, motivate, and supervise program team members and contractors, influencing them to take positive action and accountability for their assigned work.
