Job Summary
Under general direction, is responsible for working with business senior management and corporate staff executives to align technology solutions with business strategies. Demonstrates breadth and in-depth knowledge of a business area to identify and communicate how IT solutions can add value. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
+ IT Business Management: Leads matrixed staff within assigned area and conducts training as required. Supports budget processes and conducts fiduciary activities as appropriate to ensure appropriate allocation of funds. Supports procurement processes related to services and/or products necessary for the organization.
+ Supports department-wide IT strategic and operational planning activities.
+ Business Process Improvement: Builds business councils, develops governance agreements between clients and developers, and facilitates planning processes. Participates in short- and long-term planning sessions with clients to improve business processes and to prioritize investments in process, people, services, and infrastructure.
+ Identifies enterprise opportunities that align with corporate strategy and performance.
+ Business Liaison: Establishes liaison relationships with business partners in order to provide technical solutions to meet user needs.
+ Influences strategic initiatives.
+ Business Requirements Identification and Prioritization: Assesses client needs to determine alignment of business needs and the impact on business processes to establish strategic priorities. Advises client(s) on options, risks and cost vs. benefits. Manages the process of
identifying and communicating high-level business requirements for the identification, design and implementation of business solutions. Assists in the resolution of problems reported to IT by client as needed. Works with technical resources and shares business expertise to help in solution generation.
+ Feasibility Study Analysis: Reviews and confirms financial and risk management information in business cases. Presents business cases to the client.
+ Test Case Development: Recommends improvements to design and develop approaches based on test and implementation results across projects.
+ Staff Resource Optimization: Identifies the roles, skills and knowledge required. Ensures staff has the resources and skills needed to support all work initiatives. Participates in IT workforce deployment activities.
+ SLA Development: Coordinated the development of Service Level Agreements (SLA) or select vendors for clients in accordance with IT standards and specifications as required.
+ Problem Resolution: Assists in the development of metrics within both
IT and business organizations. Conducts analysis of metrics to ensure customer satisfaction.
+ Evaluation and Budget: Recommends alternative corporate products, solutions and strategies based upon best practice research. Advises clients on buy vs. build decisions. Develops a rolling year plan and budget for IT needs of the client, and monitors and reports on plan vs. actual for IT expenditures.
+ Project Status Reporting: Promotes an understanding of IT roles, processes and activities to department leadership. Supports and participates in the formal reporting of project status. Recaps quarterly IT performance. Manages customers' expectations.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Bachelor's degree from an accredited college or university.
+ Five (5) years of relevant technical and business work experience.
+ Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Visio, HTML, SQL and database design.
+ Knowledge of Internet and client/server architectures
+ Knowledge of Windows based environment, particularly Microsoft Excel, Access, and Word.

+ Knowledge of development of functional specifications and system
design specification for client engagements.
+ Knowledge of project management principles, practices, techniques, and methodologies.

+ Ability to operate a computer keyboard and other basic office equipment.
