Responsibilities Serves as a Program Lead in the Contracting Program Evaluation Division responsible for developing and integrating information technology with acquisition policies and procedures. Assesses computer systems to determine where technology improvements can be made, and secondary responsibility is for the metrics program. Assists the Chief, Program Evaluation Division in determining operational objectives by studying business functions, gathering information and evaluating output requirements and formats. Reviews computer programs used by United States Army Corps of Engineers (USACE) and advise system owners on ways to make processes more efficient and employees more productive. Develops policy recommendations based on trends revealed by the metrics. Interprets and recommends the development of metrics designed to measure the efficiency and effectiveness of the world-wide contracting activities of USACE Directorate of Contracting (DoC). Manages overall planning, evaluation, coordination, functional surveillance, maintenance and control of all assigned procurement system applications supporting the USACE NCO. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: planning, developing, implementing and maintaining acquisition and systems contracting principles, policy development and requirements; providing program development in support of organization goals and initiatives; integrating system infrastructure development to enhance systems, best practices and processes to ensure consistence and stability; designing, analyzing and evaluating methods to translate automated acquisition solutions and for long-term major system programs; and communicating with higher echelon and other stakeholders to articulate organization systems acquisition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13.) You will be evaluated on the basis of your level of competency in the following areas: Communications Project Management Requirements Analysis Technology Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
