Job Description:
The District of Columbia’s Department of Forensic Sciences (DFS) is seeking to engage an IT Business Systems Analyst to support the development of Horizon, the Public Health Laboratory (PHL) system. HIPPA training is required.
DFS PHL has upgraded the Horizon system and requires the expertise of a business systems analyst who can formulate and define system scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
The person will be required to manage and coordinate reporting requirements across PHL. This will include design, development and implementation of a number of different report types, such as statistical, performance reports, results and final reports.
Technical requires are SQL, PL/SQL, Oracle, and an advanced knowledge and experience with actuate reporting.
As the work being performed requires the person to access health information on individuals served by DC, Health Insurance Portability and Accountability (HIPPA) training is required. It would be preferred if candidates have already undergone training, however, the Department of Forensic Sciences (DFS) will organize training.
