About the Program 

The Australia – PNG Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment is a key coordination point from which Australia delivers its economic development support to PNG in alignment with the Comprehensive Strategic and Economic Partnership (CSEP). The Australian Government is committed to delivering the Partnership in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems and processes.

The Partnership’s policy objective is to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice.

About the Opportunity

With a vision to become an efficient, effective and robust tax administrator, the IRC is implementing major tax administration reforms to strengthen compliance and drive overall revenue growth.

The Business Systems and Reporting Advisor role supports the IRC in enhancing operational efficiency, data management, and reporting capabilities. The Adviser promotes the integration of new systems such as the Case Management Database to optimise existing processes, implement data management strategies and reporting improvements. The role also ensures that frontline staff are equipped with the necessary tools and training to enhance operational efficiency and data accuracy.

Key responsibilities 

The Business Systems and Reporting Advisor will facilitate programmatic support to the Commissioner General to support the IRC’s Annual Plan. This will be achieved through the following initiatives:

Develop Dashboard Reports: Build and refine dashboard reports and reporting tools to enhance data visualisation and support executive decision-making. Data Cleansing and Integration: Cleanse data from various sources, transforming it into a live, working database to ensure accurate and up-to-date information. Enhance Data Quality: Implement processes to improve data quality, including validating data integrity and addressing inconsistencies. Collaborate with System Developer: Align the new case management design and functionality with the operational needs of frontline staff across various IRC divisions, including in processing GST refunds. Collect and analyse feedback from business users to identify areas for improvement and provide recommendations to guide its ongoing development and optimisation. Design and Integration: Design and capture data processes, integrating them into the new system to streamline operations and ensure seamless functionality. Assist with SOP Updates: Update Standard Operating Procedures (SOPs) to reflect changes associated with the transition to the Case Management Database (CMDB) and ensure alignment with new processes. Train and Upskill for Future Sustainability: Provide comprehensive training sessions to inform and upskill IRC staff on new projects and system functionalities, including data analysis to develop models to better inform decision making. Improve Systems and Processes: Identify, assess, and recommend solutions to address issues with current systems and processes, ensuring continuous improvement. Engage with Stakeholders: Lead and manage stakeholder engagements related to program delivery, both internally and externally, to ensure alignment and effective communication ensuring effective usage and understanding. Strategic Engagement and Recommendations: Compile and present strategic recommendations for system enhancements and data management improvements to IRC leadership. Collaborate with other key stakeholders to ensure the CMDB aligns with the strategic goals and operational needs of the IRC. Additional Responsibilities: Perform other responsibilities as agreed with the Commissioner General, the Australian High Commission (AHC) and APEP, such as specific reporting for mid- and end-year reviews.

Key deliverables

Policy and Technical Advice: Provide high-quality, professional, and timely advice to the Commissioner General of the IRC and Office on, system design, and reforms, addressing current, ongoing, and emerging challenges. System Reporting and Analysis: Develop and deliver high-quality dashboard reports and reporting tools to support executive decision-making and operational oversight. Training and Capacity Building: Conduct training sessions for IRC staff on data analysis, the CMDB and related systems and GST refund processes, ensuring effective upskilling and adaptation to new processes. Data Quality and Integration: Oversee the cleansing, transformation, and integration of data from various sources into the CMDB, ensuring high data quality and effective system performance. Process Improvement Recommendations: Identify and recommend solutions for system and process issues, including proposing enhancements to the SIGTAS system based on identified gaps. Standard Operating Procedures (SOPs) Updates: Assist in updating SOPs to reflect the transition to the CMDB, ensuring alignment with new processes and system functionalities. Stakeholder Engagement and Communication: Lead stakeholder engagements and manage communications related to program delivery, ensuring alignment and effective collaboration with internal and external parties. Partnership Coordination: Facilitate collaboration between IRC and the ATO to ensure a cohesive approach to implementing tax administration reforms and system enhancements. Briefings and Reports: Produce professional and timely briefings and reports on policy issues, system updates, and project progress as required by the Commissioner General. Additional Deliverables: Complete any other deliverables as agreed with the Commissioner General, other managers, the AHC and APEP.

About You 

For applications to be considered, a response to the key selection criteria below must be provided. 

Demonstrated knowledge and practical understanding of PNG (or similar) revenue systems, including extensive knowledge of Client Relationship Management (CRM) Systems, Tax Administration Systems, and Integrated Financial Management Systems (IFMS). Substantial experience in data management and analysis, and strategies that deliver improved revenue outcomes. Proven ability to provide high-quality verbal and written strategic advice to IRC Executives, with the capacity to mentor, inspire, and motivate others. Extensive experience understanding frontline business processes and systems development, acting as a conduit between business needs and IT requirements. This includes managing workflows, ensuring data capture for reporting and analytics, and communicating system requirements to IT for implementation. Demonstrated skills in preparing quality reports and other knowledge products, with a strong emphasis on the integration of data for operational and executive level reporting. Demonstrated and effective communication skills that enable engagement with all levels of the organisation, from commissioners and directors to managers, operating staff, and IT professionals, while navigating different levels of understanding, cultural differences, and languages.

Confidentiality: No confidential operational matters are to be disclosed to APEP staff without prior approval by the IRC Commissioner General. All matters and information which are not in the public domain are considered to be confidential.

Fraud Corruption Control Policy: APEP staff, subcontractors and consultants are required to comply with the Abt Associates’ Fraud and Corruption Control Policy. The Whistleblower Protection Policy protects employees’ rights when they report suspected fraud and corruption and extends to their work environment in the IRC.
