The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.
We have a near-term need for a Business Systems Risk Analysis SME to provide hybrid or remote support out of Arlington, VA.
ResponsibilitiesSPA is seeking an experienced business systems risk analysis SME to support the Department of Homeland Security (DHS) and its involvement with the Committee on Foreign Investment in the United States (CFIUS) and the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (also known as Team Telecom). CFIUS and Team Telecom are interagency committees that evaluate national security risks associated with foreign involvement with US businesses and critical infrastructure. The candidate will be responsible for conducting risk assessments based on developed methodologies that communicate the risk to the US posed by adversarial actors exercising influence over or operating through private entities. The candidate will also be responsible for further developing such methodologies, documenting the methodologies from a technical and execution basis, and making recommendations for process improvements. The candidate will conduct necessary background research and due-diligence utilizing open source and classified resources, write risk assessments, coordinate the review of the products, conduct technical editing, and assist with the distribution of the products. In addition, the candidate will be responsible for drafting and contributing to written products to include standard operating procedures, case summaries, talking points, and action memos for DHS leadership. The candidate will be responsible for monitoring and analyzing evolving economic security, telecommunications, and technology security policy developments as required.
QualificationsRequired:
Active Secret clearance.Master's degree.10+ years of relevant risk analysis experience; or 5+ years of experience supporting national security issues.Experience developing methodologies and conducting assessments that communicate and mitigate risk.Strong and flexible research skills to support technical, legal, intelligence, and financial questions to include experience querying business intelligence service tools and databases.Desired:
Active TS/SCI clearance and DHS Suitability.Degree with a focus area in National Security, Cybersecurity, or International Relations.Strong written communication skills with demonstrated report writing experience.Experience presenting and communicating the results of analysis to project stakeholders and senior leadership. Proficiency in Microsoft Office including Word, Access, Excel, and PowerPoint.Familiarity with CFIUS, Team Telecom, export controls, sanctions, or other related USG processes.Experience in mitigating risk in corporate structures, ventures, or contracts.
