Complete Description:

This position assumes full responsibility for all management support functions associated with the initial evaluation, proposed systems engineering design, budgeting, procurement, construction, implementation, and user training.

 

•          Acts as liaison between the Office of the Chief Technology Officer/DC-Net and Local government leaders with focus on expanding DC-Net services to the Local government.  Establishes positive working relationships with Local government  agency decision-makers, information services, and program staff and serves as an advisor/ombudsman in efforts to conduct long and short term information planning sessions, develop ongoing information technology strategies, and design/select value offering solutions.

•          Strategizes innovative methods for marketing DC-Net products and services to new and existing customers; develops and enacts plans for implementation and measures effectiveness of marketing and outreach efforts directed at the local agency community.

•          Presents DC-Net/OCTO value and positioning of solution in customer relevant and competitor differentiated manner

•          Leads contract/MOUs (Memorandum of Understanding) full cycle that includes negotiations, pricing quotes, MOU/contract development, SOWs, budgets, procurement, and implementation of the project. 

•          Ensures that implementation of project deliverables are on time and within budget. 

•          Ensures procurement for each project is delivered on time and communicate with vendors and customers on the delivery.

•          Exhibits demonstrated sales/revenue growth success with customers.

•          Performs the complete oversight function of District IT-related management for alignment with program goals and priorities, District IT direction, and District IT standards; quantifies cost benefits; financial analysis, ROIs, identify performance measurements for success and methods for ongoing review; identifies measurable performance improvement expectations as a result of plan or project deployment.

•          Strategizes and plans/develops DC-Net telecommunications product/service offerings, performs competitive market research and business/pricing analysis (including total cost of ownership and return on investment calculations), and contributes to product roadmap decision-making in support of the Local government venue.

•          Produces accurate, thorough, well-organized, and clearly-written proposals/RFPs; interacts effectively with technical experts and leverage complex technologies and concepts into end-user value and application.

•          Makes presentations to prospective customers; works closely with DC-Net multimedia team to enhance DC-Net's image and multimedia profile; contributes expertise in the production of user materials, including: customer/agency profiles, informative videos, slideshows, providing scripts and other support as needed.

•          Creates and implements a products/services communications strategy that defines objectives, audience/customer needs, and best format for communication to local government entities (web, multimedia, other electronic, or print).

•          Maintain assigned portfolio of existing and prospective accounts and develop and execute an account plan for each account within the portfolio.

•          Works with DC-Net groups to analyze, document, and monitor processes and workflows to identify opportunities for greater efficiencies and process improvements; creates and maintains process documentation in compliance with best practices and standards.

•          Performs other duties as assigned.
