Procurement Specialist III | Pay: 90k -100k/yr | Hybrid in Annapolis Junction, MD | 6-month contract-to-hire
Job Description
The Procurement Specialist III is responsible for all phases of purchase order administration from inception to completion, including acquisition planning, source selection, cost/price analysis, negotiation, post-award administration, and closeout. This mid-level position requires a comprehensive understanding of government purchasing, the ability to work independently, and the capability to develop solutions to resolve issues. The role involves managing efforts to support team and organizational goals, exercising excellent judgment and business acumen, and frequent collaboration with stakeholders, other departments, and leadership. The Procurement Specialist III will represent Global Supply Chain Management and partner with Capture Teams, Business Development, and Functional Area leads on strategy from capture phase through purchase order execution.
Responsibilities
+ Identify sources of supply, negotiate price, delivery date, and other necessary commitments based upon authorized requisition while ensuring compliance with company policies and federal regulations.
+ Provide information to requesters, communicate procurement actions or status, and assist with special requirements.
+ Adhere to Supply Chain Procurement procedures to ensure follow-up and administration of purchase order files.
+ Review and process purchase requisitions.
+ Assist in the preparation of procurement-centered reports.
+ Contact suppliers, secure bids, and execute purchase orders in accordance with company procedures.
+ Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and perform discussions and negotiations.
+ Make procurement decisions based on best value, price, schedule, and terms.
+ Provide pricing in support of Business Development efforts as required.
+ Maintain procurement records in accordance with Contractor Purchasing System Review (CPSR) guidelines/controls.
+ Ensure compliance with FAR/DFARS, Agency-specific regulations, and company policies and procedures for subcontracts and procurement.
+ Conduct purchase order file reviews in support of Government audits.
+ Support company goals and objectives as part of a work group or team member.
+ Negotiate and settle with suppliers regarding damage claims, rejections, losses, return of materials, over shipments, and cancellations.
+ Interface and coordinate with subcontractors and service providers, as well as HR, Finance, AP, and Program teams. Participate in cross-functional collaboration and tiger teams.
+ Support small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business outreach activities.
+ Perform Purchase Order Closeouts.
Essential Skills
+ Bachelor's degree in business administration or related field, and at least five (5) years of experience in subcontracts, procurement, and/or supply chain or related field, or a master’s degree with three (3) years of related experience.
+ Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college.
+ Excellent communication and negotiation skills.
+ Advanced knowledge of SharePoint, Microsoft Office Suite, and integrated software applications.
+ Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof).
+ Experience with the construction industry.
Additional Skills & Qualifications
+ Active clearance is preferred but not required.
+ Experience with Costpoint or similar ERP system, including use of the purchasing module.
+ Experience with Hyland OnBase, Unanet, IBM Cognos, Deltek Time and Expense, OnPoint.
+ Capture and Proposal support experience.
Work Environment
The role requires at least 2 days onsite (3 preferred) per week, with flexibility on which days. Extensive experience may provide flexibility on the level of the position and potentially higher pay. The company will sponsor for a secret clearance, although it is not required to start.
Pay and Benefits
The pay range for this position is $100000.00 - $100000.00/hr.
