General Description:
The CAE Research Data Scientist performs research on on-going projects. Collaborates on multi-disciplinary projects and cultivates major funding sources. Responsible for the development of complex statistical modeling to abstract problems and discovering insights through statistical, algorithmic, mathematical optimization and visualization techniques. Develops and improves upon statistical analysis and predictive models to support CAE’s critical business process and initiatives including forecasting short and long-term trends. Provides technical expertise for initiating and implementing research and development programs and participates in the development of intermediate and long-range research plans and goals. The successful candidate will be a self-motivated individual with strong background in machine learning and data analytics.
Responsibilities:
Collaborate with other researchers at the Center for Agribusiness Excellence (CAE) and United States Department of Agriculture’s Risk Management Agency (USDA RMA) to solve challenging issues and projects in the crop insurance program
Develops a set of statistical models and novel algorithms, which includes identifying, assessing, measuring, and monitoring of data analytics.
Maintains assessment criteria for continual development of data analytics models.
Maintains a set of standards, technical infrastructure, data management, and data algorithm development efforts for future uses, as well as compliance review.
Extract and clean large volumes of data to derive insights that can be used for process improvements
Reviews data and data collection policies and procedure within USDA and CAE to ensure that data is maintained in a manner that is applicable with all current Federal, State, System and University rules.
Documents entire process of statistical approaches and techniques used in preparation for and implementation of statistical analysis algorithms. Provides clear and concise set of findings and recommendations based on statistical assessment of subjects and prepares final reports.
Communicate status and findings to senior management and key stakeholders
Identifies and communicates recommended data deficiencies within units.
Provides guidance in use of appropriate methods and techniques in the development of data dictionary.
Develops training of used statistical methods and techniques.
Train and mentor data analysts, researchers, and/or Graduate Assistants
Perform all responsibilities with very little supervision; solve problems independently
Conduct analysis by using statistical tools
Maintains expertise with the latest hardware and software technologies for statistical and numerical data analyses. Keeps up-to-date on scientific research via reading of literature, etc.
Attends scientific meetings and seminars for research enhancement
Occasional travel required

Qualifications:
Bachelor’s degree or equivalent combination of education and experience.
Eight years of related experience.
Knowledge of advance statistical analysis, interactive data visualization, programming or similar software applications. Knowledge of use of data mining.
Ability to research and develop statistical learning models for data analysis.
Ability to multitask and work cooperatively with others.
Must qualify for USDA security clearance (USDA clearance contingent upon US citizenship or permanent residency status)
Preferred Qualifications:
Doctoral degree in in computer science, engineering, physics, mathematics, statistics, or a related field
2-4 years of progressively responsible experience working with machine learning, mathematical, statistical, and/or algorithm development
Excellent understanding of latest machine learning technologies
Demonstrated expertise in algorithm development
Demonstrated knowledge of Data Mining methods (classification, clustering, etc.) and Statistics
Demonstrated knowledge of Python or other statistical tools is an asset
Practical experience applying quantitative techniques to solve real-world problems
Ability to manipulate and extract information from very large, complex data sets
Ability to define a problem as well as formulate and execute a plan for solution
Able to read, analyze, and interpret business documents and handbooks
Must be able to meet milestone deadlines
Excellent written and verbal communication skills for communicating with customers and staff as well as the ability work collaboratively with other subject matter experts in other disciplines
Knowledge of USDA crop insurance
Experience in using statistical tools
Grant and research publication experience preferred

The target base annual salary is $94,772 and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
