GENERAL DESCRIPTION
The Capabilities Development Manager will be responsible for aligning PLEXSYS’s operational needs with the technical and development capabilities of our software teams. They will serve as the single voice for Operations in the software development lifecycle. This role will be pivotal in ensuring smooth coordination between operations teams and product development, driving process improvements, optimizing operational capabilities, and managing cross-functional collaborations. The ideal candidate will have a strong understanding of both operations management, C5ISR and software development processes, with a focus on delivering excellence in execution and alignment.
DUTIES & RESPONSIBILITIES
With direction from the Capabilities Requirements Manager, the Capabilities Development Manager will be responsible for the following tasks and functions:
+ Operational stakeholder representative for Software Development:
+ Serve as the primary point of contact between Operations and software development teams, ensuring alignment of priorities, goals, and deliverables.
+ Ensure that customer requirements are met throughout the software development lifecycle by working closely with product development and testing teams during validation and acceptance stages.
+ Oversee and streamline operational processes within the software development lifecycle, identifying areas for improvement to drive efficiency and effectiveness.
+ Act as the voice of Operations in all relevant software development discussions, representing the operational perspective on timelines, resources, risks, and deliverables.
+ Cross-Functional Collaboration & Coordination
+ Work closely with the Capabilities Requirements Manager, product managers, engineering teams, and other key departments to ensure smooth integration of operational needs with development timelines.
+ Facilitate communication between stakeholders to ensure seamless execution and troubleshooting of issues that may impact development or operations.
+ Process Improvement & Optimization
+ Continuously assess and refine Customer Operation’s processes related to software development, identifying bottlenecks or inefficiencies and implementing improvements.
+ Monitor KPIs to track operational performance and identify opportunities for optimization.
+ Project & Risk Management
+ Manage the Customer Operation’s aspects of software development projects, ensuring that key milestones are met within scope, time and budget constraints.
+ Identify, assess, and mitigate operational risks associated with software development projects, working to resolve conflicts and obstacles promptly.
REQUIREMENTS
+ Bachelor’s degree in Computer Science, Engineering, Business Administration, or related field and deep understanding of command, control, communications, computer, cyber, intelligence, surveillance and reconnaissance (C5ISR), an understanding of datalink operations, airspace control and battle management
+ Minimum of 5 years of experience in an operations management role, ideally within a software development or technology-focused organization
+ Proven track record in cross-functional coordination and process optimization in a software development context
+ Strong understanding of software development lifecycle (SDLCs)
+ Excellent communication and interpersonal skills, with the ability to work effectively across diverse teams
+ Strong project management skills, with experience in risk management, resource allocation, and problem-solving
+ Familiarity with tools and systems that support both software development and operational management (e.q., JIRA, Confluence, version control systems, etc.)
+ Ability to travel both domestic and international
+ High proficiency with Microsoft Office tools including Teams, Sharepoint, Word, Access, PowerPoint and Excel
+ Completely trustworthy to protect and appropriately handle sensitive information
+ Highly professional and friendly demeanor in collaborating with internal and external stakeholders
+ Ability to obtain and maintain a Top Secret security clearance
DESIRABLE
+ Hands on experience with modeling and simulation systems and a basic understanding of how aircraft, weapons, and surveillance systems are used in modeling and simulation
+ Understanding of how to integrate modeling and simulation applications
+ Knowledgeable and proficient on the use of PLEXSYS products
