Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as CAPABILITY DEVELOPMENT & INTEGRATION SPECIALIST (AVIATION) within the FUTURES AND CONCEPT CENTER AVIATION CDID, Requirements Division at Fort Novosel, AL. This position is covered by a Laboratory Personnel Demonstration Project. Responsibilities Serves as Aviation Communication Systems Specialist in the Capability Development and Integration Directorate (CDID). Plans and coordinates CDID support requirements and activities for USAACE and Army Aviation, the Aviation Synchronization Conferences, and the Aviation Counsel of Colonels (CoC) meetings. Researches, identifies and presents capability gaps and associated requirements for Aviation communication systems and other proponent areas by assessing organizational functions, roles, missions, and operations, in the context of Army guidance. Develops Aviation Joint Capabilities Integration and Development System (JCIDS) documents that are used to articulate capability requirements and associated capability gaps for validation and approval. Develops and prepares comparisons and assessments on Aviation communication systems and issues to define requirements and advance programs to successful procurement. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Research capability gaps and associated requirements for Aviation Communication Systems (2) Facilitate coordination of communication systems developments within the organization (3) Prepare comparison and/or assessments on Aviation Communications Systems according to guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DEII/GS-11). Management is looking to hire at the highest end of the pay band. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (DE II/GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the minimum qualification requirement using experience alone--no substitution of education for experience is permitted. This position covered by this vacancy announcement is a part of STRL Demo Pay Band DB 03 Cat 1 (GS 12/13 equivalent) This position is located at Ft. Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun.
