PRIMARY FUNCTION
StraitSys is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency’s (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. StraitSys is responsible for designing, building, deploying, operating, and maintaining a complete ‘Data Services’ solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

StraitSys is seeking a talented Capacity Planning Engineer to efficiently develop and maintain the program’s capacity plan to include financial impacts for system capabilities. Effective capacity planning begins with a deep understanding of system design, deployed assets, capabilities, and relevant financial inputs. The successful candidate will work closely with technical leaders, program leads, and solution engineers to gather information and inputs to develop a robust capacity plan and budget inputs.
The ideal candidate will be able to validate deployments, coordinate inputs, and facilitate conversations supporting capacity planning. The candidate will also be in a customer facing role, interacting with the customer to develop and update deliverables describing system capacity and budgeting needs. The Capacity Planning Engineer plays a significant role in customer planning strategies and budget management, delivering financial insights and shaping program vision.
ESSENTIAL FUNCTIONS:
Develop and manage capacity plans reflecting current state deployments.Provide cost estimations reflecting the system’s current state.Provide cost estimations for future state to include scaling and capability onboarding.Provide capacity and planning presentations to the customer and interested parties.SUPERVISORY RESPONSIBILITIES:

KNOWLEDGE, SKILLS, & ABILITIES:
Familiarity with Government Cyber Mission Space and legal constraints applicable to civilian Government Agencies (FISMA, FIPS, SecOps, etc.) Experience with Elastic Cloud Enterprise and other Elastic products Experience in assessment, evaluation, and documentation of client environment, infrastructure, process, operations Experience in data modeling, visualization, metric dashboards, and other reporting systems Understanding of DHS CDM Program and understanding of cybersecurity requirements and mandates 8+ years of evaluating system designs for the purpose of understanding scale and budget needs 4+ years of experience developing engineering models and estimates for the purposes of planning growth of technical resources to include, but not limited to, storage, compute resources, network bandwidth, and labor. Experience applying various ‘top-down’ and ‘bottoms up’ estimation techniques (e.g., parametric, analogous, 3-point estimation, expert judgement) to estimate technical resource needs and associated costs. Experience developing engineering ‘Basis of Estimates’ to provide rationale for estimates along with documentation of assumptions, constraints, and risks. 4+ years managing financial interest and cost impacts for a similarly sized federal program (i.e., $50+ million) 2+ years of experience evaluating customer needs and system capabilities to articulate resource demands and financial impact 2+ years managing system financial plans and budget projects 2+ years operating in cloud-based environments (i.e., AWS, Azure) and building cost plans for cloud services 2+ years evaluating product license strategies and correlation with deployment needs Excellent communication skills and demonstrated ability to effectively work with technical and non-technical stakeholders.QUALIFICATIONS:
