Capital Budget Director (Fiscal Officer VIII)
Position Summary

Under the Direction of the Deputy Chief Financial Officer, the Capital Budget Director supervises plans and organizes the preparation of MassDOT’s annual capital budget.

Duties Responsibilities

The Capital Budget Director will be responsible for managing and monitoring capital bond accounts as they relate to allotments, encumbrances, transfers and expenditures, and ensuring compliance with applicable state and federal regulations.Approve funding requests from MassDOT divisions and programs within the context of the annual capital budget.Assist in the planning and implementation of the five year Capital investment Plan.At the direction of the Deputy Chief Financial Officer, negotiate and approve financial transactions with the State Comptroller’s Office, the Executive Office of Administration and Finance and internal MassDOT divisions and programs.Participate as senior member of various internal committees and provide support to MassDOT’s Senior Management Team.Act as the Contract manager for $2.5 billion of reimbursement agreements between the MassDOT and the MBTA.Facilitate the financial reimbursements of the Chapter 90 program, the Municipal Bridge Program and the Complete Streets Program.Reviews major Policy and Procedure proposals, affecting MassDOT’s ongoing capital expenditure plans and intergovernmental service agreements.Engage in the management and coordination of joint projects with other state agencies.Assist in the preparation of Transportation Bond Bills.Provide presentations to MassDOT senior management, the Board of Directors and other stakeholders.Track, analyze and report on capital expenditures through development of capital financial reports.Participate in the selection and development of a new capital plan reporting system.Monitor expenditures for accurate program coding and reconcile erroneous chargesPerform other duties as assigned.

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
