Capital Delivery Engineering Lead - Project Leader Asphalt
This person can be located anywhere in the U.S. that is near a major airport.

PURPOSE OF THE JOB:

The Capital Delivery Project Leader (Asphalt) is responsible for ensuring the effective and efficient use of Roofing and Asphalt (R&A) capital resources, being a fully engaged member of the Capital Delivery Team, and accountable for defining/executing capital investment projects in our 13 Asphalt manufacturing facilities located in the United States.  Typical goals are zero injuries to OC employees/contractors, on-time project delivery, project spending consistent within budget expectations, researching/developing proposed business solutions, and overall excellent project management skills.  In addition, it is common to expect the Project Leader be aligned with organizational goals of zero injuries, perfect quality systems and a waste free environment.

The Projects Leader/Engineer will also assist in creating reliability systems along with supporting the asphalt manufacturing facilities in order to provide optimum operational conditions in the safest and most cost-effective manner.

REPORTS TO: Director, Capital Delivery

The successful candidate is a leader of capital project processes and of people: The successful candidate must manage projects by guiding process owners--- Plant Leaders and manufacturing staff, Process (Stable Operations) Engineers, Product Managers, Capital Sourcing--- through the project schedule to perform on time and on budget.
 

SPAN OF CONTROL:  This position has no direct reports.

This position entails, project engineering, project management, and technical leadership for all facets of mechanical equipment definition, design, and implementation for R&A’s process equipment throughout the United States.  Individual must have strong organizational and management skills and able to execute multiple projects simultaneously.  Position requires overseeing contractors, engineering firms, and other support personnel to effectively design and deliver on R&A projects. 

JOB RESPONSIBILITIES:                                                                                

Provides turnkey project engineering from defining scope of work to final commissioning.  Supports process equipment used to produce asphalt roofing and paving products.  Typical raw materials include various grades of asphalt, SBS polymers, and other asphalt additives.   Examples of production equipment include above ground storage tanks (ASTs), converters for processing air blown asphalts, pumps and piping systems.  Additionally, there are many types of supporting processes such as process heaters, thermal fluid heaters, boilers, thermal oxidizers and other environmental controls such as RTOs. 

Living the Safety stand and adhering to the safety responsibilities. Performs all functions of the job in a safe manner and promptly reports any unsafe behaviors to the appropriate supervisor. Educates team members on safe maintenance work processes and procedures and enforces good safety practices. Ensures a safe, clean and environmentally compliant work environment and builds a culture where safety is a first priority. Effectively leads capital projects from concept to completion in a way that no injuries occur, and timing and spending are within expectations, so that the maximum benefit is achieved with company resources. Develop project engineering designs using both internal and external engineering resources. Provide project cost estimates based on the Stage Gate process and obtain funding through the capital approval (CA) process. Develop bid documents, review contractor bids, and work with Sourcing Team on contractor selection. Works with contractors and engineering firms to develop project schedule and key milestones. Oversee contractors, vendors and 3 party engineering firms to ensure that work follows the defined schedule and is conducted in accordance with OC standards. Provide onsite field support for key milestones, such as developing scope of work, engineering design reviews, bid walks, pre-construction meetings, construction management, pre-start up safety inspections, and start-up/commissioning support. Troubleshooting asphalt production processes and equipment to support plant maintenance and operations teams.  Effectively communicates Owens Corning’s stand of safety with external parties and ensures that they work according to our safety standards. Able to analyze systems, research options, and determine the most optimum cost/benefit relationship to deliver capital projects. Understands TPM and how to implement the Engineering Management (EM) Pillar. Enforces a comprehensive Engineering Management of Change (MOC) process. Aids in the development and implementation of the plant capital plan.

KNOWING OUR CUSTOMERS:

Works well with cross-functional teams to support both internal and external customers. Clearly communicates project objectives, deliverables, and schedules with various OC business teams to coordinate downtime and start-up of projects.  Provides training and support to plant personnel for the safe and efficient start-up and operations of new equipment and processes. Develops and implements procedures and systems to ensure equipment and processes. consistently meets or exceeds design expectations. Supports the R&A sites to ensure they meet our customer’s needs.

 

 

JOB REQUIREMENTS:

LOCATION & TRAVEL:

Home office based located within 50 miles of a major U.S. airport hub.  This position requires approximately 40% travel.

MINIMUM QUALIFICATIONS:

Education Requirements

BS or MS in an ABET certified Engineering Discipline TPM experience or in Quality Management system such as, SPC, or 6 Sigma Black or Green belt

PREFERRED SKILLS:

Project Management Professional (PMP) Professional engineer (PE)

EXPERIENCE:

The successful candidate must have 5-10 years of project engineering experience with petroleum ASTs, pumps, and piping systems. Must have strong knowledge of API 650/653 for new and repaired aboveground storage tanks.  Asphalt production engineering experience is preferred. The individual must be comfortable in both the development stages of a project and the manufacturing plant floor for equipment start-up/commissioning. 


KNOWLEDGE, SKILLS & ABILITIES:

Engineering knowledge of fluid dynamics, ASTs, and process heating systems such as boilers, direct and indirect fired equipment.  Able to read and understand process flow diagrams (PFDs), process and instrumentation diagrams (P&IDs), electrical one-line drawings, Piping ISO drawings, and other related engineering drawings. Broad range of experience with industrial process equipment (pumps, motors, piping systems, tanks, heaters, environmental control equipment, electrical controls, etc.). Basic understanding of electrical engineering schemes & controls for effective interface with electrical engineering colleagues in design of process equipment. Ability to manage multiple priorities or projects at one time. Excellent communication skills (written and oral) to effectively communicate with people across all levels of the organization. Must work well in a team environment.

 While not a pre-requisite for this position, experience with the following hardware/software is desirable:

Use of Auto Cad Design Software, Navisworks, and other related design packages. Use of Mircosoft Projects. Experience with Allen-Bradley Studio and RSLogix applications.

 

 

The base salary range for this position is $105,000-$169,000 with the potential for up to an additional 25% if the applicant hired has additional related qualifications.
