Capital Planning and Investment Control (CPIC) Lead

Responsibilities include leading a team in the oversight and management of IT investments that include integration with IT enterprise architecture; integration with planning, programming, budgeting, execution (PPBE); and processing IT Acquisition Reviews (ITAR). We actively challenge and support our employees in applying their knowledge, critical thinking, creativity, and determination to develop scalable solutions for our clients. **Responsibilities** + Working across the IT enterprise assist in the development, implementation and execution of the customer’s CPIC framework, ensuring alignment of investments with strategic goals. + Collaborate with stakeholders to identify and prioritize mission-critical enterprise capital investment projects to include the development and management of business cases, conducting Investment Evaluation, Submission, and Tracking (INVEST) training (both on-demand and annually), facilitating monthly updates in INVEST, and conducting periodic health assessments (PHAs). + Monitor Investment Performance by reviewing and assessing all Business Case investments, ensuring accurate entry of relevant data into enterprise architecture and investment reporting tools. + Assist customer in managing the four concurrent and cyclical PPBE activities. + Provide comprehensive traceability of funding from planning and budgeting through procurement and management of capital assets, facilitating the development of a long-term capital asset portfolio aligned with strategic and annual planning goals. + Lead financial analysts in forecasting, funds traceability for each program/system, and creating financial dashboards for enhanced visibility and decision-making. + Collaborate with PMO organizations to conduct operational analyses focused on measuring Customer Results, Strategic and Business Outcomes, and Financial Performance. + Manage cost allocation structures, including Technology Business Management (TBM), charge-back models, and staffing models to optimize resource utilization. + Develop and track the annual and quarterly Acquisition Forecast for all investments, ensuring alignment with strategic priorities. + Establish analytical frameworks and conduct complex business analyses, including cost-benefit and ROI studies. + Recommend, develop, and maintain tools to support accurate data collection related to IT investments. + Establish and maintain quality assurance processes for financial reporting and budget tracking to ensure data integrity and compliance with federal standards. + Conduct regular reviews of financial documentation and reports to identify discrepancies and areas for improvement. + Prepare and submit required documentation for audits and reviews, addressing findings and implementing corrective actions as needed. + Ensure all capital investments and financial practices comply with applicable federal regulations and agency policies + Continue the development, communication, and implementation of the Technology Business Management (TBM) taxonomy across the organization. + Coordinate ITAR submissions. **Qualifications** + Minimum of a bachelor’s degree in business administration, Finance, Mathematics, IT, or another relevant discipline + Minimum of 5 years’ experience in a similar role supporting a federal agency required. + PMP preferred. + TBM Executive Foundation Certification preferred.
