The Department of Human Services has great opportunity within Health Care Administration’s Managed Care Contracting and Rates division. This position will coordinate activities related to managed care capitation rates including development, analysis, review and implementation for the Minnesota Health Care Programs. This individual will also collaborate with various outside consultants who support our efforts with actuarial and consulting expertise.
Additional responsibilities include:
+ Coordinate DHS’ processes and policy development around health plan financial data collection, analyses, auditing, payment policy and risk adjustment.
+ Collaborate with other agency and cross-agency efforts involving and/or impacting managed care rates, such as demonstrations, seniors and disabled special needs purchasing, delivery and payment reform efforts, managed care procurement and contracting, and legislation.
+ Develop and maintain modeling tools to evaluate efficiently the impact of potential rates changes.
+ Requires knowledge and expertise in capitation rates, risk adjustment methodologies, statistical theory and analysis, and health plan financial data and payment systems.
+ Provide support and back-up for other team functions such as payment policy.
**Minimum Qualifications**

**Three (3) years of professional level experience with capitation rates and statistical data and analysis demonstrating the following:**
+ Risk-based rate development experience;
+ Statistical analyses of financial or healthcare data.
**Preferred Qualifications**
+ Bachelor's degree in Mathematics, Actuary Science or a related field.
+ Creatively problem-solve and recommend best practice solutions to meet business needs.
+ Understanding of the roles and relationships of county, state, federal agencies and health plans with whom the department contracts.
+ Ability to interpret policy and procedure manuals.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
