Works on unusually complex technical problems and provides solutions which are highly innovative. Determines and pursues courses of action necessary to obtain desired results. Bachelor's (or equivalent) with 10 - 12 years of experience or a Master's with 8 - 10 years of experience. Develops key business relationships in the government marketplace, with a primary responsibility for identifying and developing opportunities for business expansion. Supports the development of customer or market penetration strategies and individual opportunity win strategies, account plans, technology development plans, and partnering strategies. Acts as liaison with government agencies and offices. Ensures that the business development strategy is implemented. Maintains extensive knowledge of the current developments in the government marketplace in order to assess the position of company and determines how to improve it. Makes recommendations for change or modification to strategy. May lead teams in order to develop and deliver various professional services solutions to include whitepapers, demonstrations, proposals and other internally developed products used to identify, qualify and capture new business. Opportunity Identification & Pipeline Development: Identify and qualify new government contract opportunities, focusing on Digital Engineering services. Develop and maintain a robust opportunity pipeline through market research and tracking government procurement portals (e.g., SAM.gov, GovWin). Ensure alignment between pipeline opportunities and the company's strategic objectives. Capture Strategy & Planning: Lead the capture strategy for government contracts, developing win strategies based on competitive analysis and customer needs. Create and execute detailed capture plans that align with government objectives, working with internal teams to position the company for success. Assess customer requirements and ensure that the company’s solutions address those needs effectively. Proposal Development & Management: Oversee the proposal development process, ensuring all submissions meet government solicitation requirements. Collaborate with technical, legal, and pricing teams to create compelling, compliant proposals. Serve as the primary point of contact for government agencies throughout the proposal and capture process. Government Stakeholder Engagement: Establish and maintain relationships with key government stakeholders in agencies such as DoD, NASA, FAA, and others relevant to Digital Engineering. Lead customer briefings, presentations, and solution demonstrations. Represent the company at government industry events, trade shows, and relevant conferences. Teaming & Partnership Development: Develop and manage strategic partnerships with subcontractors, vendors, and industry partners to enhance the company’s competitive positioning. Create teaming agreements and ensure partnerships are aligned with capture strategies. Risk Management & Contract Compliance: Assess risks associated with contract compliance, proposal execution, and delivery timelines, and develop mitigation strategies. Ensure capture activities adhere to Federal Acquisition Regulations (FAR) and agency-specific requirements. Internal Coordination & Communication: Collaborate with internal teams, including business development, technical solutions, legal, and executive leadership, to drive cohesive capture strategies. Provide regular updates on capture progress and pipeline status to senior leadership. Market and Competitive Intelligence: Monitor market trends, funding priorities, and competitor activities within the government sector. Leverage market intelligence to refine capture approaches and improve win probabilities. Performance Metrics & Continuous Improvement: Track key performance indicators (KPIs) such as win rates, pipeline growth, and proposal success rates. Continuously refine capture processes and strategies, applying lessons learned to improve future outcomes. Qualifications BS 10-12, MS 8-10, PhD 5-7 Ability to obtain/maintain secret clearance Experience in government capture management, with a focus on federal contracts (DoD or federal civilian agencies). Strong understanding of the Federal Acquisition Regulations (FAR) and government procurement processes. Proven track record of leading and winning government contract proposals. Expertise in advanced systems engineering methodologies or other relevant technical fields. Ability to develop and execute capture plans, manage complex proposals, and lead cross-functional teams. Strong interpersonal and communication skills, with experience building relationships with government customers and industry partners. Excellent organizational and project management skills, with the ability to manage multiple pursuits simultaneously. Proficiency with government procurement portals (e.g., SAM.gov, GovWin) and CRM tools. Equal Pay Act This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
