THIS IS A TEMPORARY POSITION.
The New York City Housing Authority (NYCHA) is committed to increasing opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. NYCHA’s Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop and implement programs, policies and collaborations to measurably support residents increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development.
NYCHA was awarded a $3.7 million grant from the U.S. Department of Housing and Urban Development (HUD) to bring a Jobs Plus Program to Coney Island, Brooklyn. The HUD Jobs Plus Program is a comprehensive, placed- based employment model that offers services to all work-able residents in designated public housing developments or clusters of developments and serve as a platform to help residents build their skills and connect to the labor marker so they can increase their incomes. Services are located on or close to the targeted developments and offer a range of services designed to support work including employer linkages, job placement and counseling, educational advancement, financial counseling and rent incentive, and community building. The NYCHA Coney Island Jobs Plus program will serve residents living in the Surfside Gardens, Coney Island 1 and Coney Island 1 (Site 4&5) developments in the Brooklyn.
NYCHA REES seeks an enthusiastic Career Counselor for our Coney Island Jobs-Plus site serving resident of Surfside Gardens, Coney Island Houses 1, and Coney Island Houses 1 (Site 4&5) residents about Coney Island Jobs Plus. The Career Counselor is essential in supporting participants in achieving their employment, educational or training goals. The Career Counselor will assist residents in identifying career/employment, education or occupational training paths, developing actionable plans, improving job search strategies, and building necessary skills for educational or career advancement.
The Career Counselor will report to the Coney Island Jobs Plus Program Manager. Responsibilities shall include, but not be limited to the following:
1. Conduct assessments to determine interests, qualifications, and employment eligibility/readiness in order to develop individual career, education and/or occupational training plans. Make relevant referrals to employers and/or training, workforce development, and education programs.
2. Provide individualized one-on-one coaching and guidance to Jobs Plus members helping them set and achieve goals in the areas of job readiness, employment and career advancement, educational attainment, and vocational training. Conduct regular sessions to evaluate participant progress, identify challenges, and provide targeted strategies and resources to overcome obstacles.
3. Work closely with Jobs Plus Program Manager to connect with employers and industry partners to create opportunities for success in the workforce. Refer program participants to job opportunities and provide ongoing resources, and other support needed to assist with retention.
4. Support members with enrollment and completion of HSE, college and occupational training programs and provide them with ongoing and follow-up support. Identify and connect participants with relevant resources to address individual needs and overcome barriers to success.
5. Work closely with the Coney Island Workforce 1 Career Center, including partnering to create an ongoing schedule of on-site events including recruitment fairs, and screenings.
6. Work closely with Adult Education partners, including CUNY Kingsborough Community College Division of Continuing Education and SUNY Brooklyn Educational Opportunity Center, Brooklyn Public Library to connect residents to their adult education offerings including HSE, and ESOL classes.
7. Facilitate workshops covering various life skills, job readiness and career development topics, including career planning, networking, resume writing, job search, digital literacy, interviewing skills, life skills, and career advancement. Maintain a library of resources.
8. Follow up with program participants to maintain high program retention and collect information on self-placements and retention.
9. Maintain a high level of results accountability by entering pertinent participant data and case notes on a real time basis and update relevant information and data in various database systems as soon as new data becomes available.
10. Develop relationships with other academic, vocational or career development training providers to expand the range of available resources for participants and share best practices.
11. Maintain high level of knowledge of labor market trends and high demand industries/sectors.
12. Provide reports to Coney Island Jobs Plus Program Manager on a weekly basis.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
