The primary purpose of this position is: To serve as the Career Field Administrator for Civilian Security Forces, Training and Force Development Division. Incumbent manages and coordinates the integrated planning, scheduling, execution and assessment of the civilian force development activities, communications and focus group across the Security Forces Workforce. Responsibilities Performs duties as the Career Field Manager for Civilian Security Forces of the Human Capital division; responsible for Security Forces cross-cutting force development and resourcing initiatives to include Human Capital Strategy, Strategic Basing initiatives, Civilian Defender Reconstitution and others, with the goal of integrating Security forces career development and management, education and training processes covering the entire Security Forces enterprise. Performs leadership role in guiding the Air Force Security Forces community in the area of Security Forces force development policy; directs and/or leads broad studies involving major human resource changes and policies that affect all Air Force missions. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force Strategy, Planning, Programming, Budget and Execution support actions. Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Mastery of advanced Force Protection principles and practices and a comprehensive knowledge of planning, and programming regulations, guidelines and processes, and thorough knowledge of planning, acquisition, and management processes to prepare long-range and short range Security Forces planning guidance in compliance with broad agency policies and objectives; expert knowledge of the theories and principles of Security Forces operations and Force Protection application; expert knowledge of the administrative processes and documentation requirements of Security Forces activities, studies and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of Air Force, Installations, Logistics and Force Protection, and SPED policies and procedures. In-depth understanding of the intricacies of Security Forces plans operations at the unit, headquarters, and theater levels; expert knowledge of Security Forces management policies, procedures, practices and concepts affecting Security Forces readiness and Agile Combat Support operations at various levels of command, throughout Air Force and DoD. 2. Knowledge of qualitative and quantitative techniques used to apply DoD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations. Knowledge of development of Air Force Strategy, Planning, Programming, Budget and Execution processes. 4. Mastery of staff procedures. Thorough understanding of the requirements to develop a fully coordinated staff package. Master of the complete repertoire of action officer skills including staff procedures, coordination procedures, and ability to deal with non-coordinating agencies. 5. Mastery of oral and written communication techniques. Must be able to articulate policy position to staff, DoD and Air Force senior leadership officials. Must be able to effectively develop and deliver an information or persuasive briefing or speech. 6. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
