The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community. Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is currently seeking a Case Manager IV - NGRI who serves as the agency liaison to provide discharge planning and intensive monitoring for Norfolk consumers 'adjudicated NGRI (Not Guilty by Reason of Insanity). Acts as the agency representative in legal proceedings for NGRI consumers. The case manager may also carry other cases on an interim basis; given the numbers of NGRI consumers in the community. Completes clinical documentation in accordance with agency guidelines. Departmental Hiring Salary Range: $50,624-$58,217 Essential Functions Essential functions include but are not limited to: + Completes a face-to-face assessment to determine consumer's functional limitations, eligibility for services; progress and need areas for NGRI consumers. More frequent face-to-face contacts will occur when clinically appropriate or when delineated in the Individualized Service Plan (ISP) and/or Conditional Release Plan (CRP). + Develops a CRP based on the assessment information and in collaboration with consumer, DBHDS State Hospital Treatment I Team, community providers/ vendors, and criminal justice system as appropriate. + Reviews CRP monthly and provides updates to DHBDS and Court of Jurisdiction in accordance with Forensic Office of the DBHDS. Establishes and maintains collaborative relationships and ongoing communication with community provider's, DBHDS State hospitals and Court of Jurisdiction. + Links NGRI consumers to community resources, services, and supports specified in CRP plan. Maintains timely, accurate documentation and data in accordance with Norfolk CSB standards, regulatory requirements, Virginia statutes and Forensic Office of the DBHDS (i.e. Six-Month/ Monthly Reports, Court Letters, etc.). + Collaborates with DBHDS State hospital staff and community providers to identify and overcome barriers to timely and effective discharge planning. + Completes IDAPP plans for consumers hospitalized in DBHDS State hospitals. + Performs crisis intervention to resolve critical situations. Provides testimony in court hearings regarding NGRI consumer's progress and compliance with court ordered CRP. + Coordinates services and service planning with other providers within the Norfolk CSB, outside agencies or providers, and the criminal justice system. Education/Experience Bachelor's degree in a human services field. Considerable experience in a human services field related to the area of assignment. Some assignments may also require specific experience working with various types of client populations; master's degree preferred in some areas. Preferred Education/Experience: + Master's degree in human services or a related field with at least two years of mental health experience, or possess a Bachelor's degree with equivalent experience. + Experience with the adult criminal justice system and case management. + Background include experience working with adults with serious mental illness, substance use, and co-occurring disorders. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.
