CBP LSOTA - Program Manager

Nemean Solutions, LLC is seeking a Project Manager for The Land Systems Operational Test Authority (LSOTA) serves as the Independent Test Authority (ITA) for CBP acquisition programs. \n

The Test and Evaluation engineer will work with other system engineers, program manager and technical subject matter experts to plan, execute and develop technology demonstrations, system development testing, operational testing, operational assessment, and other activities, including data analysis and reporting of test and evaluation events. \n

Specific duties may include, but are not limited to:\n\nMonitor team performance to ensure that projects are implemented, supported, and closed accurately and in accordance with key milestones and established project standards are upheld and clearly defined throughout the entire process of each project's development and execution\nFoster positive working relationships with team, client personnel and leadership counterparts\nPrioritize tasks, set deadlines, and assign resources to each project\nTrack cost, schedule, and performance, as well as prepare documents and develop project specific policy, procedures and report status to all levels\nPrepare monthly status and cost reports while ensuring such deliverables are submitted in a timely fashion and of high quality\/accuracy\nPrepare briefing charts, schedule meetings, keep records and record minutes, prepare after-action reports in support of technical reviews\nEnsure program compliance with government and corporate policies and mandates, and adherence to directives from governing entities\nSome travel is required\n\n

Required Qualifications:\n\nAt a minimum hold a bachelor's degree.\nResume showing a minimum of six years former military experience or a minimum of two years of experience as a Test and Evaluation Engineer.\nAgile Methodology \nMust have and maintain a Secret Clearance for the duration of the period of performance.\nHave basic level working knowledge of Microsoft: Word, PowerPoint, Excel, Teams, Outlook.\nCan comprehend the current threat environments, current capabilities, and apply analysis to communicate and address capability gaps.\nExperience in developing, executing test and evaluation strategy in support of large, complex programs.\nMust have a broad spectrum of technical fields and engineering disciplines\nStrong analytical problem-solving skills required\n\n

Required Qualifications:\n\nBachelor's Degree from an accredited university in a technical discipline such as engineering, science, or computer science or engineering.\nExperienced in designing tests and evaluations, determining measures of effectiveness, applying risk analysis, analyzing and interpreting empirical data, and obtaining objective data for acquisition decisions, evaluations, and system comparisons.\nAbility to develop point papers, briefings and presentations, and make formal oral presentations of these materials to all levels of government personnel and civilian equivalent\nExperience with Microsoft Office Suite and SharePoint.\n\n

Desired Qualifications:\n\nMBA, MA or MS degree in related topic \/ field\n\n

Clearance: Must be able to acquire a CBP BI. \n

Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0800-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. \n

Place of Performance: Washington, DC. \n

Travel: The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.\n
