CDBG-DR Training Specialist - Remote

Description

ICF Disaster Management division seeks an experienced professional to serve as a CDBG-DR Training Specialist.
 
As a CDBG-DR Training Specialist, you will have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery (CDBG-DR) requirements as well as working knowledge of other applicable Federal disaster recovery programs. You will be responsible for coordinating, developing, and delivering trainings on CDBG-DR programs and providing associated technical assistance to assist with the successful implementation of disaster recovery projects and programs.  This position is 100% Remote in the United States.  
 
You will work with ICF senior and junior staff, other experts, outside contractors, and government clients to coordinate a training plan, provide training and technical assistance, and work directly with the client to provide advisory/consulting services. This is a position that requires a firm understanding of CDBG-DR requirements, strong writing proficiency, strong presentation skills, strong problem-solving skills, and the ability to adjust to an ever-changing environment. 
 
Key Responsibilities: 
•    Coordinate and manage a training curriculum that ensures a regular delivery of trainings that are complete, comprehensive, and client ready.
•    Provide training and technical assistance on a wide range of disaster recovery topics (housing, infrastructure, economic revitalization, planning, administration, financial management, etc.) 
•    Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Davis Bacon, Duplication of Benefits, etc.) and translating them into the implementation of the programs.
•    Develop and/or refine written products, policies, procedures, and tools for grantee program implementation and design.
•    Provide subject matter and operations expertise in disaster recovery program design and implementation, as well as pre-disaster risk mitigation measures.
•    Work as part of a team providing expert services to support disaster recovery efforts 
•    Help implement CDBG-DR and CDBG-MIT funded programs.
•    Provide advisory and consulting services to clients through training sessions and one-on-one conversations.

Must Have Qualifications: 
•    2+ years direct experience developing procedures for, and implementing, CDBG-DR-funded projects.
•    2+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation, with a strong understanding of regulations found at 24 CFR 570, 2 CFR 200, associated disaster recovery Federal Register Notices, and associated HUD guidance.
•    2+ years direct experience in providing training and technical assistance.

Preferred Skills/Experience: (May increase consideration)
•    Bachelor’s degree
•    Experience working in a consulting firm, development organization, or public agency preferred.
•    Experience delivering training and technical assistance to state and local government agencies.
•    Willingness to travel approximately up to 25% depending on role and project needs.

Professional Skills:
•    Ability to independently research regulatory questions and develop policy memoranda.
•    Proficiency in Microsoft Office products including PowerPoint, Word and Excel, and understanding of formatting requirements to create polished and “client ready” deliverables.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$54,063.00 - $91,907.00
