DUTIES:

Incumbent serves as the Education Specialist in a Coast Guard Child Development Center (CDC). In that capacity, the incumbent will perform a variety of daily operational administrative and child development related duties in support of the center and the Director. Duties include providing guidance and assistance to lower-level personnel at the CDC. Serves as a primary substitute teacher in the absence of a regularly scheduled lead teacher.  

 

Responsible for assisting in the operation of a developmental program that impacts the growth and development of children from infancy to school age. Resolves routine problems and conflicts with the staff and the parents. Notifies parents when children are ill and/or contacts proper medical authority. Ensures parents are kept abreast of policy changes, program activities, fees and charges. 

 

Prepares a variety of reports based on knowledge of the Coast Guard publications, relevant state regulations/requirements and local instructions. Keeps director informed of status of reports and assists director prepare annual operating budgets and requests for new equipment and major projects. Prepares Non-appropriated Fund employees' payroll and maintains record of leave and absences.  Exercises responsibility in enforcing health, fire, safety, and facility program regulatory requirements. Assists with property accountability/management program. 

 

Monitors CDC food program.   Monitors and maintains the health history records and physician reports for all children and staff. including volunteers.  Orders supplies and equipment as needed for the operation of the center.  Makes other routine purchases in support of center. 

 

In the absence of a lead teacher substitutes in any classroom to provide oversight and leadership of NAF teachers in classes of 8-30 children ages six weeks to five years. If required by the absence of a NAF teacher assists the lead teacher inside his/her classroom. Monitors caregivers to ensure established policies and procedures are followed. Refers violations of policy and procedures to director for counseling and disciplinary actions, when necessary. Ensures that no child is ever left unattended. 

 

May assist the director by distributing and balancing work assignments of lower graded caregivers. Schedules NAF employees and seeks to eliminate unnecessary excess salary expenditures. If a staff member requests and is approved for "last minute" leave or sick leave, stands in for that individual to avoid scheduling an additional NAF employee. 

 

Observes and reports significant individual and group behaviors of children to the director and parents. May plan and/or organize special events. Attends parent-teacher meetings as needed. 

 

Works with parents whenever possible to promote understanding of their child's growth and development and encourages parent’s participation in school programs whenever possible. Participates in parent conferences as necessary and attends parent group and other school functions when scheduled. 

 

Participates in recommended training programs, conferences. courses and other aspects to ensure professional growth. 

Provides a positive role model for the caregivers and children. Shares relevant information regarding children with appropriate staff members, while recognizing the confidential nature of some information. Provides on-the-job training and orientation for all new caregivers.

QUALIFICATIONS REQUIRED:

Minimum:

1.         Professional knowledge of the goals, principles, objectives, practices and theories of early childhood education acquired through formal education or a combination of education and experience equivalent to a major in child development or early childhood educational specialties.

2.         Knowledge of child development norms, behaviors, growth and progress necessary to implement meaningful activities, assigned duties and responsibilities which promote a child's physical, social, emotional, creative and intellectual growth and development.

3.         Ability to satisfactorily complete background investigation - National Agency Check with Written Inquires (NACI), upon hiring and renew every 5 years.

4.         Ability to satisfactorily complete a health assessment, upon hiring and renewed every 2 years

5.         Valid Driver’s license.

6.         Must be capable of lifting up to 40 pounds.

Preferred (in addition to the minimum): 

1.         Combination of education and experience -- courses equivalent to a major in education, or in a subject-

            matter field appropriate to the position, plus appropriate experience or additional course work that provided 

            knowledge comparable to that normally acquired through the successful completion of the 4-year course of 

            study described above.
