Description of Job About the Work Unit The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following: + The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department. + Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions. + Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions. + Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs. + Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation. + Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado. The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections: + Chief Administrative Officer’s office + Accounting Services and Commercial Cards led by the Controller + Budget and Policy led by the Budget Director + Purchasing and Contracts by the Purchasing Director + Logistics Services Section led by the Logistics Director + Property Services Section led by the Property Services Director About the Job Provide guidance, training, consultative accounting work to budget officers, command staff, accountants, program managers and administrative staff throughout the state in accordance with statutes, fiscal rules and generally accepted accounting principles. Provide consultative work on a wide area of fiscal matters, including reconciliation of general ledger accounts, analyze reports and make recommendations, and analyzing fiscal impacts of key business activities. Extensive knowledge of funding sources for both expenditures and revenues are critical in determining the monthly and annual fiscal condition of the division. This position will have responsibilities including: + Manage primary accounting system, sub-systems and subsidiary ledgers for the assigned division. + Facilitate compliance with federal and state statutory requirements. + Develop and disseminate accounting system and sub-system training to the assigned division’s geographically dispersed and functionally decentralized field budget units. + Develop and implement recommendations related to the accounting systems, sub-systems and processes. + Be recognized as an expert in the functionality of the primary accounting system, sub-systems and subsidiary ledgers upon whom others at the assigned division rely. + This position counsels and assists budget managers of all levels within the division on accounting matters. Manage specific accounting and budget sub-systems, including analysis of complicated accounting and fiscal data, billing, cash collection and reconciliation. This analysis requires the application of known and established accounting theory, principles, conceptual models, professional standards, precedents, and statewide system rules and regulations in order to determine their relationship to accounting and budget issues. Key Responsibilities Division Accounting and Analysis Prepare, review, analyze, report, and summarize accounting data for the CDPS Controller’s office, Accounting Supervisor, grant administrators, and division managers as required or upon request. Manage various portions of the assigned division’s financial close process in conjunction with the CDPS Controller’s office. This position researches accounting issues and compliance with Generally Accepted Accounting Principles (GAAP), State fiscal rules, and fiscal procedures. Assist with preparation of required year-end accounting schedules. This position is responsible for performing scheduled reconciliations of the balance sheet accounts. Monitors, researches, analyzes and reconciles accounting transactions by auditing supporting documentation for accuracy and completeness. Takes appropriate accounting action to ensure compliance with Generally Accepted Accounting Principles and fiscal policies related to the balance sheet accounts. This position views assigned division requisitions, allocates revenue and interest for various cash funds, and records indirect costs for applicable programs. This position is the point of contact for payroll coding corrections and monthly payroll reallocations. Accounting Lead Acts as the key backup for other division accountants. This position is responsible for reviewing and approving assigned CORE transactions. This position provides and creates account coding for various internal tracking purposes in accordance with department policy. This position acts as an expert on the accounting activities for various assigned cash funded programs. This position investigates program and sub-system issues and determines whether modifications are necessary or whether improved training is necessary. This position also selects reporting format options to ensure compatibility with department and commission needs. This position will help plan and schedule the work of subordinate accounting staff to ensure divisions goals are met by incorporating established deadlines, work plans, and assigned projects. This position will provide guidance and accounting expertise; clarify and decide coding issues and requirements; ensure reporting deadlines are met; provide training for staff; and provide input to supervisor regarding subordinate performance and evaluations. As the lead worker, this position acts as the expert responsible for providing advice on accounting treatment and coding direction to the division for financial transactions and processes. This position assists in the participation, development and delivery of in-service training for the division for accounting-related matters, on-site as well as web-based training, development of training materials and job aids, as well as being a technical expert resource for division staff. Online Payment Portal Technical Expert Position is the primary administrator for the CBI’s online payment portal, “SimplePay.” The position is recognized as the “super user” of the SimplePay system for CBI’s billable accounts receivable programs. As such will ensure necessary open communications with accounting leadership, various internal and external representatives of the AR systems, relevant banks, State Treasury Office, approved vendors, customers and other accounting and program staff relevant to any changes, enhancements, or issues with the system. The position provides oversight and final approval of the maintenance of all non-standard invoice templates for all CBI billable programs, directing timely changes as requested or needed to any or all templates to ensure the best possible customer experience. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights NOTE: To be considered for this position, you must meet one of the following options for consideration. Minimum Qualifications Option 1 (Work Experience): Six (6) years of demonstrated professional accounting experience. Option 2 (Education Substitution): Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework AND Two (2) years of demonstrated professional accounting experience. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience. PREFERRED QUALIFICATIONS + Must possess a high level of accuracy and attention to detail and have a strong knowledge in how personnel and/or payroll systems (software) work. + Must be able to accurately interpret and coach others on simple to complex rules and regulations + Must have excellent customer service skills and sensitivity and discretion with respect to confidential matters. + Experience in CORE or other similar financial system. + Experience in creating, maintaining, and producing financial reports. + Experience creating training materials. + Ability to multi-task and maintain a tracked workflow in order to put aside projects that do not have a ready solution for items that require immediate attention + Excellent interpersonal skills and intercultural competence. + Exceptional verbal, writing, and presentation skills. + Proficiency in Microsoft Office and Google Suite.
