CERTIFIED VOCATIONAL REHAB COUNSELOR Date: Jan 24, 2025 Req ID: 46639 Location: Little Rock, AR, US, 72202 Category: ADWS - REHABILITATION SERVICES Anticipated Starting Salary: $45,010.00 ** Applicants who do not meet the qualifications for the Certified Vocational Counselor will be reviewed against the qualifications for a Rehabilitation Counselor, GS06 $36,155 - The formal education equivalent of a bachelor’s degree in psychology, social work, counseling, sociology, or a related field; plus, three years of experience in , counseling or a related field.** Position Summary The Certified Rehabilitation Counselor (CVRC) will work under the general supervision of the Associate Commissioner of Access and Accommodations. The CVRC will assist employers in retaining employees on the job or returning them back to work when an employee experiences a disability as a result of either occupational or non-occupations injury or illness. The CVRC is responsible for determining eligibility, developing and administering Individual Plans for Employment (IPEs), and providing vocational counseling, case management, and referral services to individuals accepted into the program with a goal of supporting the employer and employee in an effort to maintain employment or return to work as quickly as it is safe and medically feasible. The CVRC will be stationed in the Commerce Bldg. in Little Rock. The position requires in-state travel to itinerary points and/or community outreach. This position is governed by state and federal laws and agency policy. Preferred Qualifications The formal education equivalent of a master’s degree in rehabilitation counseling. Key Business Processes/Duties + Collaborates with the SAW/RTW Program Manager to process referrals, expand community outreach, and promote the program. + Meets with individuals referred to the program and provides information regarding eligibility requirements and program goals. + Completes application and related documents to obtain necessary information to determine program eligibility. + Determines eligibility for VR Services in accordance with policy (within 60 days of application) with the expectation of expedited timelines as part of SAW/RTW. + Assists the client in obtaining/maintaining employment by providing counseling and guidance, evaluation of job sites, and labor market information. + Establishes and maintains rapport with the employer to facilitate a successful return to work. + Assists consumers in developing an Individualized Plan for Employment (IPE) in accordance with policy (within 90 days of eligibility) with the expectation of expedited timelines as part of SAW/RTW. + Documents case management activities by entering case narratives, medical, and progress reports into the case management system accurately throughout the case. + Maintains confidentiality of records in accordance with agency policy and compliance with the CRCC code of ethics. + Plans and manages case service funds, prepares and submits proper documentation per status, and authorized services. Enters Case notes into the case management system within 3 days of the event and has no more than 10 authorizations outstanding over 90 days annually. + Completes agency reports, complies with all federal, state, and agency policies and procedures, and develops and maintains referral sources. + Closes case 90 days after the employee is determined fully functional on the job. + Maintains requirements of CRC and any other licensure held. + Perform other duties as assigned. Position Information Class Code: L098C Grade: GS08 FLSA Status: EXEMPT Salary Range: $45,010.00 - $71,792.00 Summary The Certified Vocational Rehabilitation Counselor is responsible for testing, assessing, and counseling students in their vocational goals. This position is governed by state and federal laws and agency/institution policy. Functions Administers and scores various tests to determine vocational and academic placement of students. Provides career counseling to students regarding chosen vocation, by helping student in assessment interpretation and program selection and sharing information on financial aid, social agencies providing support, and other educational institutions, and counsels individuals on time management and goal setting. Counsels special needs students and at-risk students, individually or in group sessions, concerning social, civic, personal, and educational problems, and refers to alternate sources for assistance. Works with instructors to develop a Individual Written Vocational Plan for special needs and handicapped students and monitors program by observing student's progress. Recruits students by developing and making presentations on school curriculum to regional junior and senior high classes, counselors, civic organizations, social service agencies, and various other interests groups. Monitors and documents job market information, including local industry needs and vocational skill requirements for employment, and maintains confidential student records. Develops extension programs by writing program proposal, hiring instructors, assisting instructors in curriculum development, and establishing admission procedures and standards. Assists instructors in obtaining and compiling student follow-up information, administers Graduate Equivalency Diploma test, attends professional conferences and workshops, and assists with special school functions. May supervise a small administrative support staff. Performs other duties as assigned. Knowledge of the principles and practices of counseling and testing assessment. Ability to plan, organize, and direct the work of others. Ability to prepare, present, and review oral and written information. Ability to develop, monitor, and evaluate vocational programs for individual student needs and for the vocational unit. Ability to obtain and provide information, guidance, and counseling to students. Minimum Qualifications The formal education equivalent of a master's degree in education, counseling, rehabilitation counseling, or counselor education; plus two years of experience in counseling or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
