The Community Health Choices (CHC) Strategic Analytics Developer, Intermediate develops data set infrastructure, communicates with regulators about data, and analyzes disparate sources to support the statewide CHC Program. This analysis supports the clinical and care management strategies by creating analysis that supports senior decision making on service coordination, provider quality, staff performance, and quality of care. The position will utilize Python, SQL, Airflow, Github, PowerBI, and Tableau; knowledge of these are preferred.
This position is mostly remote. Travel to the office will be needed on a rare basis based on business needs.
Responsibilities:
Develop data extraction and integration processes to support analysis, data science, clinical operations, and decision support activities. Map out workflows and processes to support metric development and continuous improvement efforts. Analyze revenues, expenses, clinical metrics, and social determinants of health to identify opportunities to improve clinical and financial performance. Formulate research approaches to solve challenges, identifying the appropriate data any applying the necessary methods, then clearly communicate analysis results via high-impact written products and verbal presentation Understand, maintain and iteratively develop existing code. Current ETL and analysis work is written with a mix of Python, R, SQL, Airflow, and within visualization programs (PowerBI/Tableau). Github is used for version control. Mastery of all of those languages is not required, but the ability to work with legacy code is essential. The position requires the ability implement solutions, and track and monitor progress. These functions must be done while also weighing the practical considerations and potential barriers that need to be overcome in order to successfully implement new programs and processes. Perform validation and ensure quality standards for data sets created by fellow team members. Experience using statistical software to provide descriptive statistics and linear and logistic regression techniques for understanding cost drivers. Subject matter expert in an area of CHC data and analysis. Provide technical consultation and act as reference point to peers, other business areas, senior leadership and external customers. Mentor new staff members. Project management expertise with ability to prioritize workload and meet deadlines and turnaround times set by supervisor. (These deadlines will, at times, require the employee to work until the project is completed, meaning extended daily work hours, extended work weeks, or both.)Maintain up-to-date information on status and effort related to each project. Adopt and promote best practices, tools, and methods set by team/department leadership. Develop and maintain working relationships with internal UPMC health Plan departments, and external contacts as appropriate. Advise peers about existing programming that may be relevant to current/upcoming projects or requests.
